Position Summary: The overall purpose of this job is to provide technical support for the college’s administrative software systems. This position is the technical subject matter expert for all college Human resources (HR) and Payroll operations and development, including supporting and maintaining the appropriate modules in the production environment, test environment, ongoing development, upgrades, and enhancements. This position provides problem-solving support, analysis, and security maintenance for administrative users using the Banner software HR and Payroll modules.

Essential Functions:

30% Monitor/maintain the Banner HR and Payroll software modules as well as other purchased applications software and locally written modules supporting the various college administrative processes such as student information, financial, HR, payroll, college advancement, and HR and Payroll systems. Identify, troubleshoot and rectify HR and Payroll related problems and establish timelines for processes and participate in planning of business needs.

20% Analyze and resolve user problems with the administrative systems, associated databases, and applications.

30% Design, create, and implement computer processes and associated documentation based on user requirements. Write or modify computer programs, reports, and user interfaces, test computer systems/programs, and train users in their use. Coordinates the operation of those programs/processes and responds to problems by diagnosing and correcting errors in logic and coding.

5% Serve as liaison between user departments and TBR for TBR supplied programs and information exchange with other TBR institutions. Participate in training and professional meetings.

5% Develops, integrates, maintains, and operates ACA Hours reporting calculations and storage in the Banner system.

5% Develops, integrates, maintains, and operates NCOA address reporting calculations and updates to the Banner system.

5% Develops new and modifies existing workflow processes for the efficiency of college operations.

Job Requirements:

Bachelors and two years of related experience or associates and four years of related experience or high school diploma and six years of related experience in Programming and analysis experience with medium to large-scale computer systems AND/OR technical skills in HR and Payroll disciplines.

Part-time work experience is calculated at 50% credit of full-time work experience

Skills and Abilities:

Analytical thinking skills are critical to be successful in this job.

Expertise in writing simple & complex SQL commands

In-depth knowledge of SQL for querying data and for data manipulation

Experience with computer-based reporting tools

Report writing skills using a variety of technologies and software programs

Knowledge of computer and database applications

Knowledge of HTML

Ability to read and understand PLSQL

Highly developed quantitative skills in data analysis

Ability to problem solve and make daily routine decisions

Proficiency with the Microsoft Office Suite

Ability to adapt and learn various software and business systems

Outstanding attention to detail and excellent problem solving skills

Ability to communicate effectively orally and in writing and to be able to work with a team to find solutions to problems

Key Result Areas: Continued accessibility of Banner HR and Payroll processes. Providing productive solutions by implementing and automating new Banner HR and Payroll processes that alleviate the burden of manual verification and error elimination for various stare grants programs. This includes performing a wide range of complex programing, analytical and technical duties related to HR and Payroll. User satisfaction that problems are being solved in a timely manner and the analyst is proposing continuous improvements to better utilize the software.

Complexity & Creativity: Programming and analysis experience with medium to large-scale systems. Continuous analytical, technical and creative thinking are necessary to carry out the responsibilities of this position. Resolution of each new problem requires an in-depth knowledge of the HR and Payroll modules of Banner as well as a general knowledge of all Banner software. This position requires an in-depth knowledge of SQL and strong problem-solving skills.

Magnitude of Impact: The decisions made by the employee are crucial to keeping the HR and Payroll Banner software running successfully and efficiently which directly affect mission, goals, and objectives of the college. Offices impacted would be: HR Office, Payroll Office, and Business Office.

Responsibility for Accuracy: There are no “typical” kinds of errors. Each error is a unique situation. Errors are most often caught by system users.

Judgement and Decisions: The employee makes most decisions without consulting the supervisor. If there are questions or concern about the impact of a decision on other areas of the college, the employee will consult with the supervisor.

Nature of Contacts: The employee regularly contacts HR and Payroll Directors, Functional Support Technicians and coordinators to ensure all HR and Payroll processes run smoothly. The nature of interactions with other departments includes soliciting information, providing information, discussing and seeking understanding, suggesting improvements for software utilization, and gaining understanding of the college’s policies and procedures Constant communication with users and other co-workers in finding resolutions and troubleshooting situations. Outside of department employee contacts: Network & Technical Staff, Bursar, IEAP director, TBR IT staff, 3rdparty application vendors.

Physical Demands: Normal office activities are required. Employee must be able to skillfully use a keyboard.

Pay Rate: $49,090 - $61,020.00/per year. Pay will be determined based on related work experience above required. To be considered in determining pay, all related work experience must be listed on the application.
