Piedmont Virginia Community College (PVCC) is a nonresidential two-year institution of higher education that serves Central Virginia – principally residents of the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa and Nelson. Our scenic campus is located in Albemarle County, Virginia. We are one of 23 community colleges in Virginia that comprise the Virginia Community College System (VCCS).

 

The position serves as the Chief Human Resources Officer (CHRO) for Piedmont Virginia Community College. Responsible for providing strategic leadership to the HR department, ensuring compliance with all federal, state, local, and VCCS policies and procedures. The CHRO has broad responsibility for developing and reviewing policies and procedures that promote the college’s strategic plan and fosters the development of an innovative workforce. The director oversees the planning and execution of key human resource functions, including payroll, recruitment, benefits, classification, compensation, employee relations, training and development, and HR information systems.

 

Successful candidate will have:

  • Broad knowledge of principles and procedures for personnel recruitment and selection; training; compensation; benefits; labor relations and negotiation, and personnel information systems.
  • Broad working knowledge of human resources concepts and principles; demonstrated analytical skills, working knowledge of benefits theories, principles and programs; working knowledge of HR information systems and processes and records management principles.
  • Knowledge of business management principles involved in strategic planning, resource allocation, human resource modeling, leadership techniques, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new objectives. Ability to conduct tests and inspections of products, services or processes to evaluate quality or performance.
  • Ability to compile, categorize, calculate, audit and verify human resources information and data.
  • Ability to prioritize and manage multiple tasks and work in a fast-paced environment, ability to work with interruptions.
  • Ability to exercise good judgement, discretion, and confidentiality.
  • Ability to communicate effectively, orally and in writing with a diverse population.
  • Ability to establish and maintain effective harmonious work relations with faculty, staff, students, and the general public.

 

KSA's/Required Qualifications         

  • Master’s degree from a college or university with coursework in human resource management, personnel administration, business administration, public administration, or a related field
  • A minimum of three (3) years of related occupational experience indicating possession of the preceding knowledges and abilities.

 

Preferred Qualifications   

  • Knowledge of Commonwealth, VCCS and DHRM human resource policies, procedures and related information systems.
  • Relevant certification in HR: SPHR, SHRM-CP, SHRM-SCP, CCP or CEBS.
  • Executive level leadership experience.
  • Higher education HR experience.
