Norfolk State University invites applications for the position
of Chief of Police and Public Safety. The Chief of Police and
Public Safety provides leadership and strategic direction for the
University’s Police programs and services. This 12-month, full-time
administrative faculty position reports to the Vice President for
Finance and Administration.
Norfolk State University has an exciting career opportunity for a
Chief of Police and Public Safety to provide strategic leadership
for the University Police Department. The University is a
Commonwealth of Virginia institution with an enrollment of 6,000
students, including a residential population of 3,000. The
institution is located in the southeastern Virginia City of
Norfolk. The Department has 27 fully sworn police officers, 24
civilian personnel and a $3 million annual budget with concurrent
jurisdiction with the City of Norfolk. The University Police
Department is responsible for the safety of our students, staff,
faculty and visitors as well as security of campus buildings, state
and personal property. The Chief of Police reports to the Vice
President of Finance and Administration.
The Chief of Police provides leadership for law enforcement, public
safety and security programs that ensure a safe, secure,
environment for our students, employees and visitors. The Chief
directs the Department’s operational, personnel, law enforcement,
and financial activities. The Chief also coordinates University
programs for disaster preparedness, public safety and emergency
planning, The incumbent represents the Police Department with other
University constituents as follows:
1. Lead, direct, and manage the University Police Department’s
major departments (administrative services, investigations, and
uniformed patrol and Parking Services units) and operations to
enforce laws, prevent crime and protect life and property; assure
that Police personnel are well-trained and qualified to deliver
public safety services to the University community.
2. Provide law enforcement advice, opinions and services to the
University President, Executive Cabinet and Department Heads.
3. Manage proactive campus and community-based initiatives designed
to deter criminal activity and prevent crimes; and identifies
community and campus law enforcement priorities.
4. Serve as liaison to various federal, state, and local law
enforcement agencies within proximity to the University to monitor,
prevent and control criminal activity.
5. Oversee, plan and direct security for special events including
all sporting and extracurricular activities, which occur on and off
campus; and address crowd management and safety issues.
6. Represent the Department in all significant public relations
matters and serves as the University’s liaison with external
agencies, federal, state and local representatives and the private
sector regarding campus law enforcement.
7. Supervise programs that ensure compliance with federal, state,
and local laws and regulations such as the Jeanne Clery Act, Campus
Security Act, Campus Crime Statistics Act, Continuity of Operations
Plan (COOP), Hazard Mitigations Plans and University’s Crisis
Management Plan and NSU Police Department policies.
8. Establish goals and objectives for the University Police
Department and ensure that policies and procedures are current and
complete.
9. Administer the department’s budget and financial status.
Minimum Qualifications
1. Extensive progressive leadership and management experience in
campus safety, public safety, criminal justice or related
field.
2. Considerable knowledge of and extensive experience in public
administrative functions to include policy and budget
development/management and principles and practices of
management.
3. Ability to demonstrate considerable knowledge of law
enforcement, emergency operations and Hazard Mitigation
Planning.
4. Demonstrated examples of successful leadership for subordinate
law enforcement officers and staff.
5. Currently certified as a sworn law enforcement officer or
possess the ability to obtain sworn police officer credentials
before employment as mandated by the VA Department of Criminal
Justice Services (DCJS).
6. Must possess a bachelors degree or equivalent combination of
education and experience.
