Director of Fiscal Operations



Job Summary:

The Director of Fiscal Operations, Coppin State University Development Foundation is responsible for the financial reporting, accounting, and internal controls of all areas of the Foundation. The Development Foundation is a separate 501 © (3) not-for-profit corporation governed by a Board of Directors. The Director of Fiscal Operations is responsible for all financial aspects of the Foundation Operations to include grants, proposals, expenditures, internal controls, and business services. The Director of Fiscal Operations also serves as the Business Manager for the Division of Institutional Advancement. The person in this role will assist in the development and implementation of policies, procedures, and practices to ensure compliance with financial rules and regulations in accordance with University and Foundation policies and procedures.

Essential Responsibilities:
  • Maintain oversight of Development Foundation finances and work collaboratively with Foundation Executive Director to set and monitor budgets.
  • Ensure required registrations and other annual submissions are completed.
  • Work collaboratively with the Development Foundation Finance Committee Chair to monitor budgets and perform forecasting.
  • Serve as the Business Manager for the Division of Institutional Advancement, monitoring budgets, ongoing contracts, and approving State expenditures.
  • Develop policy and procedures for the Development Foundation to ensure the entities solvency and compliance to the Board of Regents Policy on Affiliated Foundations.
  • Develop internal controls and procedures to ensure financial best practices and separation of duties.
  • Approve expenditures according to the Development Foundation policies and business procedures.
  • Ensure timely reporting regarding Development Foundation operations to the University System of Maryland.
  • Maintain oversight of the Development Foundation grants and ensure expenditures align with approved grant budgets.
  • Oversee routine and timely transfer of endowment income to University System of Maryland Foundation.
  • Work collaboratively with the Institutional Advancement staff to reconcile records and ensure accurate and seamless posting of revenue.
  • Oversee Foundation annual external audits and serve as the liaison to the auditors to ensure timely completion.
  • Work closely with the CSU Development Foundation Board Finance Committee to monitor finances and ensure transparency for the Board.
  • Other duties as assigned by the Vice President of Institutional Advancement.
Required Qualifications

Education:
  • Bachelor’s degree in accounting or finance or closely related field.
  • MBA or master’s degree in accounting, or finance or closely related field highly preferred.
  • CPA certification preferred, but not required.
Experience:
  • 5 to 7 years of progressive financial experience inclusive of grants management required.
  • Financial experience in a higher education institution or a non-profit setting highly preferred.
  • PeopleSoft Financials experience highly preferred, but not required.

Skills, Knowledge, Abilities and Other Qualifications
  • Comprehensive knowledge and understanding of Generally Accepted Accounting Principles ( GAAP ), Fund Accounting Principles, internal control standards, and comprehensive financial reporting.
  • Experience compiling financial statements and accounting for complex financial transactions.
  • Ability to manage multiple deadlines and competing priorities with a high degree of reporting accuracy.
  • Strong problem solving, analytical, technical, and computer skills required, with a strong attention to detail.
  • Knowledge of relative federal and state laws and regulations.
  • Knowledge of current trends in financial technologies and analytical tools and issues.
  • Excellent leadership skills and competency to work and communicate effectively in a diverse higher education environment.
  • Ability to maintain the highest standard of ethical conduct and integrity.
  • Excellent written and oral communication skills.

  • Evening and weekend work may be required occasionally.
