This is a full-time, permanent (probationary) position.

The salary range for this classification is $3,288 - $6,347 monthly.

Major Duties

Under the general supervision of the Payroll Services and Benefits Manager, the Benefits Analyst performs administrative duties for employee benefits. The incumbent provides day-to-day administration of benefits programs and conducts reviews, researches, and analyzes benefit-related issues. Responsibilities include but are not limited to assessing documents and ensuring timely entry into benefits systems; point of contact to address plan participation, enrollment, claims, or status changes, eligibility, or coverage, and transferring employee premium payments to benefits providers for faculty and staff. In addition, the incumbent will conduct monthly new hire benefit orientations and assist with the annual Benefits Enrollment Fair and abides by federal and state benefit regulations, and conduct periodic audits for compliance.

Qualifications

Required Education and Experience:

Normally obtained through a bachelor's degree and/or equivalent training and at least two (2) years of administrative work experience in Benefits and or Human Resources involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Preferred Qualifications:

Benefits experience in a University setting
Experience using PeopleSoft Human Resource Information System
Experience processing benefits enrollments

Microsoft Office software, Outlook, PeopleSoft HR, PIMS/CIRS Query, copier, fax machine, scanner, and multi-telephone system

Responsibilities

60% Provides a full range of support related to the day-to-day administration of employee benefits programs. Responsible for the day-to-day processing of the University's benefits programs to ensure timely and accurate processing of enrollments, dis-enrollments, life events, court order enrollments, dependent recertification, and cancellations. Interpret and apply complex policies, procedures, and laws regarding the various benefits plans.
  • Reviews analyzes and addresses various benefits-related issues in an effective and efficient manner.
  • Process benefits enrollment, cancellations, and changes into PeopleSoft and benefits systems in a timely manner.
  • Maintains business relationships with CalPERS, CalHR, State Controller's Office, Insurance carriers, and various voluntary vendors.
  • Collaborates with staff and management regarding appointment transactions that may affect benefits eligibility.
  • Assists Payroll Services and Benefits Manager with ACA data entry, organizing benefits-related fairs, workshops, presentations, and seminars.
  • Perform periodic audits of employee benefits enrollments and eligibility by running various reports in CalPERS, PIMS, CIRS, and PeopleSoft. Identify and address potential eligibility issues and correct them.
  • Ensure compliance with federal and state benefits regulations
  • Assist Manager with monthly benefit interface transmission, changes, and cancellations. Analyze data and work with CalPERS and/or the SCO to correct any errors.
  • Compose and send all benefit-related communication and enrollment forms to employees, enter appropriate ACA codes in PIMS, reinstate coverage upon return from leave.
  • Assist Manager with assessing leave of absence requests, track leaves, counsel employees on retirement process and options, process appropriate documents, monitor FERP appointments, and cancellations, and maintain updated documentation.
  • Ensure data is current in CalPERS PSR System, 403(b) Retirement Manager system in coordination with the Chancellor's Office, Delta Dental Interface, and State Controller's Office PIMS system.
  • Provide advocacy for CSU employees by researching and resolving problems, work with program administrations (i.e. Chancellor's Office, State Controller's Office, California Public Employees Retirement System (CalPERS) Health Benefits Services, and program carriers) in gathering information, researching, and resolving enrollments/eligibility issues and discrepancies in claims processing;
  • Attends Benefits and Leave Related Sub-Committee calls with the Chancellor's office on a weekly, monthly or quarterly basis.

    35% Customer Service - Serve as a point of contact for faculty and staff by providing benefits information in person and on the phone regarding eligibility, benefit provisions, rates, enrollment, and claim procedures for the mandatory state-financed and voluntary benefit programs by, the application process, and various requests
  • Interacts with campus community daily and provides quality customer service.
  • Conduct monthly new employee benefits orientation and assist Payroll Services and Benefits Manager with new faculty orientation.
  • Assist the Manager with the annual Open Enrollment fair and various benefits-related workshops/events and or informational seminars. Provide benefit information to employees and assist with questions regarding the completion of their open enrollment requests.
  • Assist with the review of Fee Waiver forms for completeness, scan approved fee waivers to appropriate fee waiver coordinator for processing, update Fee Waiver website, and monitor the fee waiver inbox.
  • Ensure employee benefits information is current for viewing by employees and all desk procedures are maintained.
  • Provide front office Coverage and ensure coverage to assist employees
  • Compose accounts receivable letters and ensure collections of outstanding receivables.
  • Scan benefits-related documents into the scanning system.
