Position Title: Public Safety Officer I Division/Department: Safety and Loss Prevention Location Albany Campus, Albany, OR Job Summary:
Supports the college by providing general campus security, safety, and emergency response services and assistance to students, employees, and visitors. In accordance with the College and Oregon DPSST standards, observes, reports, and safely intervenes when the safety and/or security of LBCC property, students, employees, or visitors is compromised. Required Qualifications:
Education and Experience: Position requires a high school diploma or equivalent plus a minimum of one year of full-time directly related civil officer, military police, security, or other customer service related experience. Additional related education may substitute for experience.
Licenses and Certificates: Requires a valid Oregon driver’s license and valid Oregon Private Security Unarmed Officer certification (PS- DPSST ). If not currently PS - DPSST certified, must be able to pass this required training in the first 60 days. Current first aid and CPR cards are also required or must be obtained within 60 days of employment. Must complete bloodborne pathogens and hazardous materials training prior to beginning those assigned tasks.
Knowledge and Skills: Requires a working knowledge of the methods and practices of professional security procedures, including those used in patrol, crime prevention, traffic control, investigation, and identification of incidents, and safety, fire and intrusion alarm systems. Requires working knowledge and understanding of relevant safety laws, regulations, and procedures, including bloodborne pathogen procedures and self-defense tactics. Requires sufficient communication and customer relations skills to resolve confrontations and gain cooperation. Requires good computer and clerical skills.
Abilities: Requires the ability to perform all of the duties of the position effectively and efficiently with minimal supervision. Must be able to utilize all of the tools and equipment of the position in a safe and responsible manner. Must be able to analyze potentially dangerous situations quickly and objectively, determine, and take appropriate action. Must be able to use appropriate defense measures to protect self or others in adverse situations. Needs to be able to administer first aid in emergencies. Requires the ability to operate standard office equipment, including personal computers. Must be able to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.
Preferred Qualifications:
Prior college security/safety officer experience is preferred.
Prefer knowledge of pertinent college ordinances and regulations. Physical Requirements and Working Conditions:
Requires prolonged periods of walking indoors and outdoors in all weather conditions and on hard level surfaces and up and down stairs. Occasional lifting of medium to lightweight objects (10 to 50 pounds) and infrequent lifting of objects over 50 pounds. Must have the ability to sprint up to 100 yards. Requires kneeling, stooping, crouching. Requires arm, hand, and finger dexterity sufficient to prepare reports using a computer keyboard and to lock/unlock doors, gates, etc., and perform minor maintenance and repairs. Requires visual acuity to read words and numbers. Requires speaking and hearing ability sufficient to hear over a 2-way radio, phone, and cell phone, and carry on routine conversations. Must have the ability to perform the essential job functions, with or without a reasonable accommodation.
Work is performed indoors, outside under covered walkways, or outside with exposure to inclement weather conditions (generally less than 50% of the time). May be exposed to stressful or potentially dangerous situations or incidents. Work requires rotation of shifts to provide 24-hour coverage of campus, including weekends and holidays. May be required to change shifts with little notice depending on the needs of the department . Contact information for emergency call back and shift changes must be provided and maintained in the security and risk management department, which includes home and cell phone numbers for all officers. Essential Duties:
Patrols College grounds to detect and deter crimes against persons and property. Ensures the safety of students, faculty, staff, and members of the public. May be required to intervene in situations as appropriate. Incidents involving violence, or threats of violence, are rare, but Public Safety Officers are expected to assist in the containment of such incidents until regular law enforcement personnel arrive.
Reports safety hazards encountered through routine observation and inspection while on patrol duties and rectifies as warranted by implementing accident prevention. Protects college property and facilities by making inspections on foot, bicycle, or in a patrol vehicle. Checks buildings for physical security. Inspects and monitors the security of doors, windows, gates, and checks fire safety equipment. Monitors video surveillance systems and reviews video footage for investigation of incidents. Responds to any unusual or suspicious activity.
Monitors weather conditions to determine if the campus is safe for students and staff. Assists to provide reports to students and staff regarding inclement or unsafe conditions.
Conducts interviews and investigations concerning complaints, accidents, violations of student conduct, or calls for assistance to record information on thefts, physical violence, and other incidents; advises individuals on how to proceed. Prepares investigative crime follow-up and electronic incident reports relating to observed violations. May contact persons involved in crimes or other incidents, as warranted.
Prevents entry and reports the presence of unauthorized persons on grounds or in buildings. Locks and unlocks campus facilities as required. Investigates and reports situations and disturbances as needed.
Models and supports community-oriented policies that ensure diversity and cultural competency. Fosters respect and inclusiveness, and welcomes cultural difference.
Proactively assists students, staff, and visitors by providing information, services, and responding to questions. Promotes positive college relations and may serve as a college host in helping college visitors.
Issues citations to improperly parked vehicles and violations of applicable traffic laws per college policy.
Provides money drop service, assists in department closures, and escorts individuals to their vehicles upon request.
Responds to complaints and hazardous situations. Conducts investigations of reported injuries and accidents.
Maintains a working knowledge of the campus fire alarm system, annunciator panel, and codes. May be required to use broadcast emergency messages over alarm system. Assists in all emergencies, and responds to medical emergencies and summons emergency responders.
Responds to calls for emergency assistance and serves in several roles during an emergency, which may include Incident Commander, until relieved; and also as a traffic controller in parking lots, may perform first aid, CPR, and other basic life support, until more advanced medical support service personnel arrive. Acts as the first point of contact with emergency responders to assist them in locating the site of the emergency and/or other duties as appropriate.
Contacts and cooperates with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
Monitors College facilities and equipment. Notifies designated personnel regarding impaired equipment and malfunctions.
Provides administrative back up for the Safety and Loss Prevention Office by monitoring phones/switchboard console, processing key requests, handling lost and found items, making staff ID badges, and backing up office personnel. Provides customer service to persons that come into the office for assistance.
Conducts quarterly safety audits as requested and assists with other safety tasks if needed, such as battery recycling, eyewash testing, spill kit restocking, hazardous materials/waste spill clean-up, or moving of hazardous materials.
May participate in the training and orientation of new safety officers.
