Parking Director, Parking

The University of Montana invites applications for the university’s first Parking Director to join our team. The Parking Director will report directly to the Associate Vice President of Campus Operations and is responsible for providing effective parking and access for the University of Montana community and its visitors. The Director will be responsible for planning, developing, maintenance, and administration of all parking services, facilities, operations, and policy development. Parking & Transportation conducts the planning and design of transportation services and assists Facilities Services in designing transportation facilities; maintains and repairs parking facilities and infrastructure and is a liaison with other university departments, schools, and campuses; and represents the university’s parking and transportation policies and interests with local and state agencies.

Key Responsibilities of the Parking Director:

Parking Enforcement Administration (20%) The Director is responsible for the overall management and administration of a parking enforcement program that ensures university parking practices are in accordance with Montana and university policy.
  • Supervises enforcement personnel, making sure enforcement is fair and consistent.
  • Oversees ticketing of illegally parked vehicles and authorizes the towing of vehicles for impoundment when appropriate
  • Suspends parking privileges
  • Schedules parking enforcement services during the normal business hours of the university and during special events
  • Prepares and distributes to all students, faculty, and staff each year a summary of university parking rules and regulations with a map indicating campus parking locations
  • Contracts with local towing operators for removal of illegally parked vehicles
  • Purchases appropriate vehicles and equipment used in parking enforcement and is responsible for the maintenance and service of such vehicles; amortizes vehicles and provides for new or replacement vehicles in annual budget plans
Facility Construction, Repair, and Maintenance (15%) Plans, schedules, and coordinates construction, maintenance, and repair of all parking facilities.
  • Develops long-range plans to accommodate growth and ensures maximum use of available space.
  • Monitors condition of existing parking and transportation facilities and determines maintenance schedules and budget resources to accomplish routine maintenance.
  • Maintains traffic signs and markers. Develops a management system for placement of appropriate signs and markers for all parking spaces, monitors their condition and makes repairs/replacement on a timely basis. Maintains surface directional signing by repainting on an established schedule.
  • Develops parking and pedestrian systems to accommodate all types of user mobility in compliance with federal and state statutes and university policy
  • Develops and coordinates with Facilities Services a snow removal plan for all parking facilities
University & Community Relations (15%) Represents the university’s position on all parking and transit matters to the public.
  • Reflects a sincere awareness of the sensitive nature of parking and traffic activities on campus and understands the need to be responsive and to consider user demands, concerns, and valid complaints
  • Communicates and articulates the university’s position on parking and accessibility issues to the media with the knowledge and approval of executive management of the university.
Financial Management & Operations (15%) Leads financial planning, management, and budget administration of the department; develops realistic data-driven financial plans to meet the needs of a comprehensive parking program.
  • Prepares annual operating budget requests, projects revenues, and identifies operating expenses necessary to support the parking program
  • Ensures that budgets reflect funds for repair and replacement of existing facilities in harmony with long-range campus planning
  • Reviews and establishes fees and fines and proposes changes where they can be supported analytically; develops and maintains a cash receipts and controls procedure that ensures proper handling and processing of funds
Personnel Management & Supervision (15%) Hires, trains, evaluates, and supervises all parking staff. Stays abreast of the latest innovations in parking and transportation systems through publications, seminars, workshops, and interaction with peers in higher education transportation management and shares those best practices with the broader parking team. Promotes a customer-oriented departmental culture.

Special Events (10%) Works as a liaison for the university with community and off campus events for special programs and projects. Plans for special event parking, athletic events, public service programs, and other UM sanctioned activities. Controls the issuance of special event parking permits.

Planning & Reporting (10%) Develops plans, strategy, and direction for Parking Services including long-range data-driven plans that encompass all facets of campus mobility and access including surface parking, pedestrian movement, campus transit systems, parking garage, and special events. Develops and maintains a system for data collection for parking occupancy and commuter behavior. Prepares monthly and daily reports for comparison with previous activity and for use in projections of future activity.

Position Details
  • Position is full-time, MUS Contract and includes a comprehensive and competitive benefits package including insurance, mandatory retirement plan, partial tuition waiver, and wellness program
  • Salary for this position is $85,000-$90,000 per year commensurate with qualifications
Minimum Requirements
  • Bachelor’s degree in a related field and five years administrative experience involving participation in the planning and management of a business or governmental program or an equivalent combination of education and experience to carry out the duties and responsibilities listed above
  • Minimum three years’ experience supervising employees and managing accounts
  • Demonstrated experience establishing and maintaining productive working relationships with a variety of constituents both internal and external to the organization
  • A high level of accuracy required, particularly pertaining to public relations and resources management
  • Incumbent will have frequent and diverse interactions with campus and community stakeholders, making positive, professional communication imperative
  • Working knowledge of a variety of hardware and software systems, capabilities, and uses in an administrative operation
  • Experience in parking and/or transportation management; there will be a relatively low level of instruction and guidance provided to incumbent due to the nature of the work and limited existing professional expertise in parking at UM
  • Familiarity with parking management software or other enterprise resource planning software and databases
Preferred Qualifications
  • Five (5) years of experience managing complex programs or accounts
  • Experience in a university setting
  • Certified Administrator of Public Parking (CAPP) or Certified Parking Professional (CPP) credential

The Office of the Vice President for Operations and Finance is directly responsible to the President of the University of Montana for all administrative and financial support activities impacting the campus. In addition to advancing UM’s sustainability efforts, Operations and Finance also includes Facilities Services, UM Police Department, Human Resource Services, Environmental Health & Risk Management, Business Services, Budget, Planning, & Analysis, and Information Technology.

The Associate Vice President for Operations oversees Parking & Transportation directly as well as Facilities Services, UM Police, and Environmental Health & Risk Management.
