General summary/purpose:

The Finance Administrator – Treasury manages Jhpiego’s international banking products and processes for Jhpiego field offices, and is the primary relationship manager between Jhpiego and Johns Hopkins University (JHU) treasury. This position works closely with the staff of JHU Treasury, with Jhpiego Global Program Operations field office staff (in country,) and Global Program Finance headquarters staff.

Additionally, the Finance Administrator manages and processes financial transactions involving service center, general funds, and gift and discretionary accounts for the Jhpiego

Specific duties & responsibilities:

Treasury

  • Develop and manage professional relationship with JHU Treasury, ensuring Jhpiego international treasury activity is compliant with JHU policies and procedures, and to lead Jhpiego in JHU initiatives related to international banking
  • Develop and manage professional banking relationship with JHU preferred international banks, proactively addressing country office issues
  • Subject matter expert for staff on Jhpiego treasury activity: international bank accounts, online banking, mobile banking; related policies and procedures
  • Working with Executive office, manage and maintain appropriate signatory needs on international bank accounts
  • Working with Global Program staff, manage and maintain appropriate online banking products and users.
  • Working with JHU Treasury, manage, analyze and provide recommendations on mobile banking and digital payment platform proposals from Jhpiego Global Program Operations offices in country.
  • Manage annual FBAR compliance for Jhpiego signatories with JHU Treasury
  • Manage annual signatory audit with JHU Treasury

Financial Analysis

  • Lead the development of the annual budgets and projections for assigned Jhpiego departments, including reconciling budget information and changes.
  • Extract financial data from various accounting and information systems, generating monthly financial reports to monitor revenues and expenditures for departments.
  • Interpret and analyze departmental financial reports; identify over expenditures and communicate information to departmental vice presidents and Director, FAO.
  • Interpret data to determine fiscal year performance and project future financial trends. Monitor and approve departmental expenditures, as assigned, throughout the fiscal year (and in respect to processing deadlines), with both authority and confidence to filter appropriate expenses. Verify funds availability and adherence to both Department and University policies.
  • As necessary, ensure monthly financial transactions are processed and posted. Includes, but is not limited to, KB15N's, journal entries and cost transfers for both JHU and JHH (as applicable).
  • Be knowledgeable to review and approve travel reimbursements, online payments, payroll/non-payroll cost transfers, and check deposits.
  • Assimilates information from various sources to draw conclusions, to effect change in processes, procedures, and reporting, and/or theorize downstream impacts.
  • Other responsibilities as assigned

Minimum qualifications (mandatory):

  • Bachelor’s degree, preferably in Finance, Accounting, Business, or equivalent experience
  • Three years related financial experience, preferably in support of international development program operations. Additional experience may substitute for some education.
  • Knowledge of general standard accounting policies and procedures
  • Working knowledge in the use of financial software applications, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Excel, and Word
  • Excellent Customer Service skills, including oral and written communication
  • Highly detail oriented
  • Excellent time management and organizational skills
  • Ability to focus on technical work and ability to work on simultaneous projects
  • Ability to exercise independent judgment

Preferred qualifications

  • Experience with a non-profit organizations (larger than $10M), preferably in a multi-office, multi-national environment
  • Advanced knowledge of SAP accounting system practice and implementation within the Hopkins environment desirable.
  • Spanish, French or Portuguese fluency

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
