This position will be open until filled. It is hybrid with up to 25% on-site at the HACC Harrisburg, PA / 75% remote.

Job Summary: The Project Management Executive Director is a highly accountable and visible position and holds both leadership and management responsibilities. This position is responsible for leading and championing best practices for portfolio governance, program management, project management and business analysis for technology projects across all divisions of the College. This position is responsible for facilitating and managing the priority of the portfolio of technology projects as defined by College leadership and is responsible for the management of the processes and functions of the unit.

As a key stakeholder in the governance of Information Technology services at the College, the Executive Director of Project Management is also responsible for ensuring that the work of the unit is aligned with the broader Information Technology governance framework, continuously adds value to the framework, and meets the goals set by leadership.

This position has overall responsibility for the management and leadership of project managers and business analysts. Key accountabilities include: continuous process improvement, adopting and aligning the work of the unit with project management best practices and improving the overall project portfolio management (PPM) maturity across the College.

Minimum Qualifications:

* Bachelor's Degree in a relevant field and 5+ years’ experience.
* Experience must be in project management with skills that are clearly transferable to this position including 2+ years supervisory/management experience.
* Project Management Professional (PMP) certification is required within 6 months of hire.

Hiring Range: $84,935 - $106,169

Preferred Qualifications:
  • Portfolio, Program and Project Management skills and experience, plus knowledge of project planning tools with evidence of practical application, such as with the TeamDynamix Project Portfolio Management system.

  • Exceptional leadership skills with the ability to develop and communicate vision and inspire and motivate staff.

  • Proven ability to influence and lead cross-functional teams in an environment of competing interests.

  • Ability to articulate, drive, and ensure process standardization and adoption of best practices.

Job Specific Task List:
  • Applies expertise in project and portfolio management to manage the performance of the unit, providing leadership and direction to ensure delivery of high-quality work products for all project portfolio management (PPM) tasks.
  • Establishes a framework for portfolio governance and project management processes, methods, tools, guidelines, and standards. Creates a roadmap to mature and stabilize the framework that supports all project teams and stakeholders to ensure successful project delivery.
  • Collaborates with leaders across the College to facilitate consensus around the mission and vision of the PPM organization to foster a project-management-oriented culture and mindset. Meets regularly with each division to provide project updates, strategic planning, and project prioritization. Builds and maintains relationships with senior leadership and key PPMO stakeholders, and acts as a trusted advisor.
  • Develops and manages the annual project calendar aligned to enterprise strategic initiatives.
  • Identifies resource needs and coordinates resource assignments with division and department heads across the college.
  • Supervises, hires, trains and evaluates employees and contractors. Provides leadership, mentoring and performance management ensuring appropriate resource assignments, cross-training, and backup of essential functions; ensures team personnel provide highly responsive, customer focused support.
  • Manages the analysis of business processes ensuring effective elicitation of business and functional user requirements, test plan development, process improvement and user acceptance testing. Ensures the management of key project components (Business Case including Financial Model, ROI, Scope, Staff, Resources, Schedules, and Risk) are defined and managed.
  • Contributes to departmental financial planning and projections. Manages project budgets. Communicate impacts to operating and capital budgets to budget managers.
  • Leads the development, implementation and monitoring of project and portfolio KPIs, metrics, executive presentations, project budget impact analysis reports, and portfolio status reports.
  • Manages the implementation and ongoing operational use of the Project Portfolio Management software system.
  • Performs other duties as assigned.
