The University of Maryland Baltimore School of Nursing Department of Partnerships, Professional Education and Practice is seeking to hire a full-time, contractual Business Operations Director for an MCHRC pathways to Health Equity grant. This project entitled, “West Baltimore RICH Collaborative (Reducing Isolation and Inequities in Cardiovascular Health)”, was funded by the Maryland Community Health Resource Commission and seeks to improve the cardiovascular health of adult residents living in eight specific neighborhoods within four contiguous zip codes of West Baltimore. Using a four-pronged approach, the project will work to establish a learning collaborative, use nurse-managed health centers, leverage mobile health care, and enhance care coordination through a community health worker model. The selected candidate will oversee this project and perform managerial functions within the context of the project to achieve the objectives and goals through coordinating the efforts of others, managing recruitment, engagement, performance, and development of employees. 

While the focus of this position will be on the management and delivery of this Pathways grant project, the Director will also work in conjunction with their UMB SON departmental counterpart and be jointly accountable for financial issues and resources. The ideal candidate for this position has a background in community health. This position may travel to the community partner sites located in West Baltimore.

This is a full-time contractual position that offers a generous benefits package which includes 10 vacation days, 11 personal and holidays, 5 sick days; comprehensive health insurance and supplemental retirement options; and limited tuition remission for employees enrolled at UMB.

Primary Duties:

  • Direct four (4) or more day-to-day departmental or school business operations: Finance, Human Resources (HR) and Payroll (FSPR), Purchasing (SSAS), Research Administration (REA), and Facility Planning (FAC) within the confines of the grant funded project.
  • Plan and direct daily activities of the Pathways grant-funded project of a substantive size and budget. Direct the preparation, coordination, and maintenance of the project content and delivery methods for the operations.
  • Manage the Data Analyst and Community Outreach Workers (HR) and participate in their selection and hiring.  Approve timesheets and become knowledgeable of the payroll policies and regulations in their area.
  • Direct the funding source for assigned effort(s) and provide input on contract renewals.
  • Oversee and support the collection and analysis of data to identify successful activities and determine the impact of these activities on the designated target population. Utilize data and databases to analyze criteria, deliver reports, monitor, evaluate, and recommend revisions to program operating policies and procedures to senior management.
  • Assist in planning data management and communication strategy for project. Work with senior management in achieving project goals and milestones.
  • Assist the PI with compiling information and writing regular and financial reports required by the sponsor.
  • Coordinate the use of various site locations including a financial component to perform regular financial health checks and ensure that the activities required by the sponsor are on track and within budget.
  • Implement and achieve defined goals and objectives according to a prescribed timeline by participating in strategic planning, and managing workflow and project activities.
  • Oversee the daily activities of this project, operational resources, and legal and policy compliance. Make recommendations for personnel and significant strategic directives for senior management approval. 
  • Work in conjunction with the UMB SON departmental counterpart and be jointly accountable for financial issues and resources.
  • Monitor relationships of outside agencies or subcontractors.
  • Create a cohesive team that works collaboratively to achieve project’s goals. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
  • Perform other related duties as assigned.
  Qualifications   

Education: Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, project management, epidemiology, statistics, public health or other related field. Master’s degree preferred.

Experience: Seven (7) years of related experience to position required, with at least three (3) years of experience in two of the following: human resources, payroll, finance, facility, or research administration.

Preferred Experience: Experience/background in community health. Three (3) years of program oversight, project management, research, program planning, or coordination.

Supervisory Experience: Three (3) years of direct management responsibilities that involves personnel recruitment, training, and professional development related to position.

Other: This position may travel to the community partner sites located in West Baltimore.

Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts within the research team and with external funders and collaborators. Ability to present and report findings. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management. Preferred Knowledge, Skills, and Abilities: Knowledge of project management tools. Capable of designing a sequential set of activities necessary to complete a project efficiently. Ability to delegate tasks, assess progress, and reassign workload based upon project priorities. Ability to effectively lead the team to attain the goals and desired project outcomes.

Hiring Range: Low $90,000s to low $100,000s; commensurate with education and experience.
