Director of Human Resources



Job Summary:

Reporting directly to the Chief Human Resources Officer, the Director of Human Resources will be responsible for daily oversight and management of the human resources office; providing supervision, project coordination and resolution of issues for: Recruitment, Benefits Administration, Classification and Compensation, Employee Relations and HRIS / HRMS functions.

The Director will develop policies, procedures, and staff, ensuring relevance in a changing environment to meet the needs of employees as well as legal compliance and implementation of organizational goals and departmental strategic plan. The Director will lead the team in providing exceptional customer service, communicate effectively with employees at all levels of the organization, and handling of sensitive information. The position interfaces with employees, government agencies, and other educational institutions and serves as the second senior administrator in the Office of Human Resources.

Essential Responsibilities:
  • Develop, interpret, and recommend program goals and objectives, practices, procedures, and courses of action for designated HR functions.
  • Provide direction, counsel, and decisions for the human resources staff to ensure the use of best practices and process improvement in their respective function.
  • Identify staffing and recruiting needs; develop and execute best practices for hiring and talent management.
  • Responds to employee relations issues by interpreting policies and procedures for employees, ensuring complaint investigations, and identifying corrective actions needed to resolve complaints.
  • Collaborate with staff to respond to complex, escalated data processing, recruitment, benefit, classification and compensation, and information systems issues.
  • Monitors and ensures organization compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and recommends policy and practice modifications, as needed, to maintain compliance.
  • Complete timely and accurate filing of all personnel-related reports required by local, state and federal agencies.
  • Work closely with all segments of the campus community and develop collaborative relationships, both internally and externally, to effectively deliver human resource services to University faculty, staff, and students.
  • Serve on University committees and advisory groups.
  • Keep CHRO informed of HR matters of importance to the University.
  • Participate in professional development (conferences, webinars, and workshops) to remain current on best practices and trends in human resources and labor laws.
  • Perform other duties as assigned.



Required Qualifications

Education:
  • Master’s degree required in Human Resources, Business Administration, Management, Public Administration.
Experience:
  • Minimum of seven (7) years of increasingly responsible human resources management experience which demonstrates the applicant’s ability to successfully manage and supervise multiple HR functions.
  • Supervisory experience, which includes employee and labor relations in a unionized environment strongly desired.
  • PeopleSoft experience & knowledge of Workday is highly preferred.
  • Management experience in higher education a plus.
Knowledge, Skills, and Abilities:
  • Knowledge of state and federal employment and labor laws governing human resource management.
  • Knowledge of best practices in the field and ability to determine change needed to improve programs and services.
  • Possess analytical thinking skills with an ability to make decisions and solve problems.
  • Ability to establish and maintain cooperative effective working relationships.
  • Ability to prioritize ongoing and new projects, as well as conduct research and gather information.
  • Ability to create quality presentations and reports utilizing appropriate media.
  • Leadership, coaching, and teambuilding skills that motivates employees.
  • Ability to respond to employee concerns with an appropriate since of urgency.
  • Ability to communicate effectively both orally and in writing.
  • Skill with PC applications, and HRIS software.
  • Ability to manage confidential information.
