With those as guidance, within OTDI, we have worked to develop road maps for our work that support the continued innovation of technology services and digital education at The Ohio State University.

 

Reporting to the Chief Information Officer and Vice President, as a member of the Office of Technology and Digital Innovation (OTDI) Senior Leadership Team, the Chief Applications Officer will lead the technology implementations, upgrades and the creation of the operational strategies, organizations and processes for university-wide administrative/business systems; work closely with stakeholders to ensure systems maximize effectiveness, efficiency and quality and take full advantage of available technology.  Further, the Chief Applications Officer manages systems development, maintenance, configuration, incidents and requests for existing ERP systems and other administrative systems, which include COTS, SAAS, Mobile, and custom applications.

 

The Chief Applications Officer will collaborate with key business partners, the OSU Wexner Medical Center Chief Information Officer, the Chief Information Security Officer (CISO), the Chief Technology Officer (CTO) and the Chief Data Integrations Officer (CDIO) to optimize Administrative Systems across the University and Medical Center. Additionally, the Chief Applications Officer will work with the CTO and CDIO to ensure the development and management of data repositories and an integrated enterprise data warehouse and decision support applications enabling data users to access timely critical information to support strategic and tactical decision-making. In campus-wide collaboration with IT and business leaders, the Chief Applications Officer will drive the definition and adoption of Application and Data Management strategies to align process and practice with the University Strategic Plan. The Chief Applications Officer is responsible for leadership, development, and implementation of related plans and the assessment of progress and outcomes.  

 

Key Objectives:

 

  • Ease administrative burden for students, faculty, staff, and affiliates.
  • Assist CIO in development and direction of short- and long-term strategy in support of the mission and goals of the University.  Set direction and priorities in IT functional units to achieve strategic outcomes.
  • Clearly articulate the ongoing costs of services, current projects, and the expected financial benefits of planned initiatives for IT functional units. Ensure that financial models are simple and transparent.
  • Communicate key financial, service and initiative performance indicators for IT functional units with stakeholders.
  • Provide direct oversight for staff development and ensure continual skill growth; ensure that staff skills are aligned with the services and initiatives they are responsible for delivering; foster cross-functional teamwork.
  • Partner with units across the University to meet common technology needs; engage units in university-wide technology planning; foster multi-unit collaborative solutions.

Education

Minimum Education Requirement: BS/BA

 

Additional Education Desired: Masters preferred

 

Experience 

20+ yrs. in senior leadership position in IT organization managing technology in partnership with business executives.  Managed and optimized large scale (100+ people) application development organizations.  Demonstrated evidence of success managing large scale ERP programs.  General IT ability including evidence of holistic understanding of IT architecture, infrastructure, and cloud platforms.  Experience managing a functional data warehouse.  10-15 yrs. experience managing multiple technology projects and staff.  Demonstrated ability to coordinate a high level of activity under various conditions and constraints.  Strong communication and relationship building skills.  Demonstrated leader, self-starter, high level of confidence, and success as a change agent.
