Facilities Planning & Management is here to provide, maintain, and enhance the campus community in support of the University's mission. Facilities Planning & Management consists of two divisions whose combined scope encompasses all aspects of Facilities at California State University, San Bernardino: Facilities Management and Facilities Planning, Design & Construction.


Job Summary

Under general direction to support the San Bernardino and Palm Desert Campuses, Supervising Building Service Engineer (SBSE) leads a group of Building Service Engineers (BSEs) and Facilities Controls Specialists (FCSs) which maintains, services, repairs and inspects heating, ventilation, air conditioning, refrigeration, water and plumbing equipment, systems and controls both in the Central Heating and Air Conditioning Plant and in decentralized utility centers throughout the campus on a regular basis and as listed on the CSU Classification Standards of a Supervising Building Service Engineer.

Responsibilities include, but is not limited to:

Supervising Duties:
  • Under the general supervision of the Chief Engineer, the Supervising Building Service Engineer primarily is responsible for supervising and working with one or more small groups or crews of skilled and semi-skilled workers involved in the installation, operation, maintenance, and repair of mechanical systems including heating, ventilation, refrigeration, air conditioning, and equipment as related to HVAC and/or Mechanical systems throughout a campus. The Supervising Building Service Engineer is distinguished from the other trade and lead classifications in the HVAC Series by the scope of supervisory, project planning and coordination duties and the greater amount of time devoted to these activities.
  • Incumbents typically prioritize and coordinate the work of multiple crews or projects; assign work to qualified crew members; provide overall technical leadership; determine and order necessary materials, supplies, equipment and staffing to meet work orders and preventive maintenance schedule; provide work and safety instructions; provide on-the job training and instructions to less skilled workers in trade and safety practices; provide written input on performance evaluations; prepare and issue written or oral work directives; monitor work in progress; inspect completed work to ensure it is in compliance with specifications, special instructions and sound trade practices; maintain computerized maintenance management systems, including accounting for labor, materials and purchasing, as well as prepare reports.
  • Work on new construction and remodels requ ires: collaborating with engineering and design departments; interpreting complicated plans and drawings; coordinating work schedules and work assignments to meet the overall construction/modification objectives; sequencing of work; ensuring the availability of required materials and equipment; analyzing operations; preparing cost and time estimates; and providing a high level of inspection to ensure appropriate building and safety codes are met. Incumbents also may design minor tenant improvements and coordinate and supervise the work of related trades workers on specific projects.

  • Equipment Inspections:
    • Supervising Building Service Engineer Inspections shall normally be conducted daily, weekly or monthly basis depending on equipment requirements. The purpose of the inspections is to determine that safe and functional operating condition of the equipment is maintained. Use of Supervising Building Service Engineer knowledge is essential. Malfunctions and/or abnormal conditions which require additional corrective action shall be reported to your manager after completion of rounds and written on to the control room status board.
  • Equipment shall be inspected based on Manufacturer recommendations or by the policy of the University based on factual data

  • Maintenance & Repairs:
    • As assigned and scheduled or as necessitated by emergency conditions. Work shall be of journey level quality and shall meet applicable building and safety standards. Chief Engineer shall be kept informed of progress on jobs. Supervising BSE shall be expected to determine and order all necessary parts and materials. The status of equipment and/or abnormal conditions shall be communicated to the Chief Engineer. All work shall be promptly and accurately documented on work orders and other appropriated records as instructed.
    • Develops, Schedules Preventative, Predictive maintenance work orders.
    • Repairs on Hvac equipment and control systems which include determining root cause of failure, troubleshooting and repairing equipment & or systems. Utilizes specialized equipment to make repairs to return equipment back into operations.
    • Installs OEM, aftermarket parts and equipment, controls and makes modification and alteration to equipment with approval of Chief Engineer.
    • Perform preventative maintenance on HVAC equipment both in Central Plant and in decentralized facilities.
    • Calibrate, test, adjust and repair HVAC & equipment. DDC controls and ancillary systems in the Central Plant and on campus buildings, as assigned and required to maintain safe proper operations and as necessitated by system upsets and/or emergencies.

    Hot & Cold Calls:
    • Responds to heating and air conditioning trouble calls in campus buildings and takes appropriate corrective action.
    • Response shall be as assigned by Supervisor or in their absence as dictated by the nature and seriousness of the reported problem. Occupants shall be treated courteously and informed of the action taken. The Chief Engineer shall be informed of adjustments which may affect HAC operations and trouble log should be filled out promptly.
    • Respond to temperature calls generated from State & Non-State facilities as indicated by set forth MOU's,

    Central Plant
    • Supervises operates and maintains Heating and Air Conditioning Plant machinery and systems in accordance with accepted "Good Engineering Practices" regarding methods, housekeeping and general practices and in accordance with posted instructions, memos and verbal orders.
    • Schedules routine shift duties in accordance with posted instructions and at times and frequencies specified.
    • Test and treats water in accordance with posted instructions and as necessary insure proper protections of all affected systems.
    • Maintains logs, charts and records in accordance with posted instruction logs. Entries shall be neat, complete and legible. Records shall be completed at times and frequencies specified.
    • Operates DDC Facility Control Networks which include:
    • 1) Monitoring of environmental conditions of remote HVAC systems and equipment (including remote room temperatures);
    • 2) Scheduling of various HVAC systems for routine and special events;

    Swimming Pool:
    • Provides hot water to the swimming facility from Central Plant or a localized boiler. Provides maintenance and Repairs on the swimming circulation pump, boiler and ancillary devices.
  • When requested, shall perform all tests maintenance procedures and cleaning shall be carried out in accordance with posted pool duties schedule. Pool and water shall be clean and clear and meet applicable Safety and Health standards.

  • House Keeping:
    • Maintains inventory of materials and supplies and keeps supervisors informed of needs.
    • Keeps floors, equipment rooms, tunnel, and aisles clear and clean. Promptly cleans up debris from work processes. Keeps floors, tools, and equipment grease free and clean so as to continually affect a safe and clean work environment. Uses all required safety devices and equipment, and follows all verbal and written safety instructions. Conducts fire safety practices such as storing oil rags in a covered metal container.

    Other duties as assigned.
    • As mutually understood and as directed based on day to day conditions and needs of the campus.


    Employment Status: Full-time, Non-Exempt, Probationary with the possibility of converting to permanent.

    Work Schedule

    Monday through Friday from 7:00 am to 3:30 pm, weekends and evenings may be required.



    Key Qualifications
    • Knowledge of effective supervisory practices and techniques.
    • Knowledge of Journey-level Hvac knowledge of Mechanical systems.
    • Knowledge of federal and state building, construction, and safety codes pertaining to the Hvac Mechanical trade.
    • Knowledge of job design and work sequencing related to renovation and installation projects.
    • Knowledge of the applicable state and federal safety codes and regulations pertaining to mechanical and HVAC systems.
    • Ability to maintain currency in applicable industrial safety orders and regulations pertaining to facilities, HVAC and related equipment.
    • Ability to determine and coordinate staffing, material and equipment needs for multiple jobs and projects.
    • Ability to perform basic design work; read blueprints and work from plans and specifications; prepare rough sketches; read and interpret complex operating manuals.
    • Ability to analyze and respond appropriately to emergency situations.
    • Ability to ensure accuracy and maintenance of assigned record-keeping systems; prepare more complex reports.
    • Ability to read and write at a level appropriate to the position; and perform arithmetic calculations as required by the position
    • Ability to plan and direct the Hvac work of skilled trades workers and their semi-skilled assistants.
    • Basic Computer based Programs (Excel, Word, Adobe).
    • CMMS (Computerized Maintenance Management System).
    • Knowledge of Building Automation Systems.
    • Knowledge of Thermal Energy Storage Systems.
    • Knowledge of Large Chiller and Boiler Operations_ Centrally Located.
    • Ability to lift 50 pounds.

    Education and Experience
    • Three or more years of experience as a journey-level plumber, including one to two years in a lead/supervisory capacity.
    • EPA _ Universal License (Required).



    Preferred Qualifications
    • 7 or more years of Journey level experience as an Hvac Technician/Mechanic with Hvac leadership/supervisory role in the Higher education, Hospitals, or Military.

    Salary

    Anticipated Hiring Range: $6,375 - $6,700 per month

    Classification Salary Range: $6,375 - $8,080 per month
