Coastline College, a multi-campus community college, is located in the heart of Orange County, CA offering both in-person classes and distance learning and work-based learning, with the majority of our course offerings at a distance. Coastline students range in age and educational goals. Some attend Coastline as fresh-out-of-high-school teens working on their GE requirements with the goal of transferring to a four-year university. Others are adults looking to change careers by earning a certificate or A.A./A.S. degree in a new career field. Some want a class or two to add to their resume, and others want a super-packed, full schedule of classes to help them finish their degree requirements fast. In 2020-21, we enrolled 18,197 students, the majority of whom are from racially minoritized populations: 28.1% of Coastline’s students are Latinx, 7.8% are African- American, 22.9% are Asian, less than 1% Native American, 28.9% are White, and 4.8% are multiracial. Coastline engages in a variety of professional development opportunities and partnerships so that we can serve disproportionately impacted groups. Student-centered activities that support Coastline’s mission include campus-wide student success projects funded by the Office of Student Equity; and active programs that work to improve the academic achievement of racially minoritized students, such as UMOJA; Extended Opportunity Programs and Services (EOPS) and Disabled Student Program and Services (DSPS).

Summary
Directs, consults, plans, implements, and evaluates comprehensive services and programs that contribute to enriching student life through educational and co-curricular experiences, student leadership opportunities, and cultural and multi-cultural education. Develops and implements support structures, systems, and services that promote student access, participation, engagement, development, and success.

Distinguishing Career Features
The Program Director, Student Leadership, Engagement, and Global Citizenship serves in a specialized leadership capacity over services that are designed to enrich student life, promote student engagement, facilitate student development, increase student retention, and support participation in the college. The Program Director requires competency designing, developing, and implementing programs that enhance student development, are culturally sensitive and relevant, build the student community, and optimize student participation. The Program Director must actively work with and engage district and school administrators, students, community members, governing boards and foundations.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
1. Directs and integrates a complete network of co-curricular events that include identifying opportunities and needs, and planning, promoting, implementing, and evaluating programs.
2. Conducts needs assessments and works with leadership to identify and provide support services that respond to students’ needs and interests. Develops service area goals, action plans, outcomes, and measures of success.
3. Directs and promotes student activities, events, clubs, and organizations, including those for identity development and advocacy.
4. Oversees design and publication of informational materials that present student life and events, such as and not limited to, activity and event calendars, outreach calendars, student news, promotional materials, and press releases.
5. Designs and implements strategies, programs, services, and activities that facilitate student access, participation and success for at-risk, low income, and underserved student populations.
6. Designs, implements, directs, and promotes strategies, programs, services, events and activities in support of the college's efforts to recruit and enroll new students, including students who come from at-risk, low income, and underserved populations.
7. Designs and implements student leadership development programs and activities.
8. Provides oversight of Associated Student Government for the college.
9. Represents the college when negotiating and overseeing vendors, speakers, performers, and contracts for student events and activities.
10. Develops service expectations for departmental performance including development of budgets, oversight of budgets and expenditures, cash handling controls for events and activities, and the training, supervision, and evaluation of assigned personnel.
11. Determines, oversees, delegates, and reviews work assignments and projects; evaluates work products and results; establishes and monitors timelines and prioritizes work.
12. Develops and implements procedures and guidelines for programs, events, activities and student organizations. Recommends, incorporates, and interprets student policies. Develops processes for monitoring and maintaining compliance.
13. Prepares and submits statistical and narrative reports detailing the work and impact of Student Life, Leadership, and Engagement efforts; analyzes current data and information on effective methods for serving the educational and co-curricular needs of the college’s student populations; maintains databases, websites, and publications; coordinates and responds to periodic audits; assist college and District personnel with reports required by federal, state and local agencies.
14. Develops and recommends policies, procedures and guidelines to provide sustainability to initiatives designed to facilitate student recruitment, enrollment, access, participation and success. 15. Establishes and maintains liaison relationships with Region VIII colleagues; attends meetings, conferences, seminars, etc., to keep abreast of best practices and relevant policy changes. 16. Maintains relationships with business, labor, industry, governmental agencies, and community organizations that contribute to student recruitment, enrollment, access, participation and success.
17. Coordinates and collaborates with other departments in the development and delivery of a robust student life experience.
18. Serves as lead for the college’s Commencement and Scholarship ceremonies.
19. Researches and presents emerging programs, processes, and technologies that can be used to enhance levels of service. Stays up-to-date on legislation and represents the District at meetings, conferences, and events. May travel with student groups.
20. Performs other related duties as assigned that support the objective of the position.
21. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.

Knowledge and Skills
1. The position requires professional knowledge of higher education, identity development and student development theories, and the role of co-curricular programs in student participation, engagement, success, and retention.
2. Requires a demonstrated commitment to diversity, equity, and inclusion.
3. Requires well-developed human relations skills to guide others to accomplish tasks, for consensus-building and conflict resolution, facilitate small group processes, and engage in formal speaking to large and diverse audiences
4. Requires specialization in the principles, practices, trends, and research literature in the areas of student identity, leadership, engagement, student activities, cultural competence, student outreach, and recruitment.
5. Requires in-depth knowledge of state and federal codes, statutes, and regulations governing California community college student development and support services.
6. Requires knowledge of and skill at event planning, promotion, and publicity, including negotiating contracts related to student activities.
7. Requires knowledge of and skill in developing and conducting training and presentations.
8. Requires well-developed computer skills to use common office productivity applications and emerging technologies for marketing, communications, and reaching out to student populations.
9. Requires professional language and writing skills to produce reports and correspondence.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position requires a Bachelor’s degree from an accredited college or university in the counseling, educational leadership, organizational development or equivalent subject matter and five years of progressive experience in a supervisory or leadership capacity, in a student leadership/activities capacity. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. A Master’s degree in student development, counseling, educational leadership, or equivalent is preferred and may substitute for some experience.

Licenses and Certificates
Requires a valid driver license.

Working Conditions

Work is performed indoors and outdoors where there is minimal yet some exposure to accident or injury due to proximity of moving objects.

Conditions of Employment

This is a permanent, full-time, general-funded, 12-months per year, Classified Management position. The normal hours of work will be Monday - Friday, 8:00am - 5:00pm. Flexible schedules and weekends might be necessary to address the needs of programs and job duties. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-7)

PAY PHILOSOPHY:
