Scope of Job:
We seek applicants who are dedicated to serving The University of Texas Rio Grande Valley's diverse student body as an open rank (associate or full professor) of Public Affairs and Security Studies beginning in the 2022-2023 academic year. The new hire is expected to expand the depth, scope and horizon of the department in both teaching and research into the emerging and evolving transboundary public sector needs locally, within the state, nationally and globally. Areas of specialization of the new hire include but not limited to governance related to natural resources, equity, justice, critical infrastructure, global security, food-energy nexus, climate change and sustainable development.
The candidate will also contribute to the ongoing curricula development and serve as an advisor to graduate students. The new hire should be able integrate his/her existing research to current landscape of the Rio Grande Valley multi-stakeholder community. The ideal candidate will be expected to develop innovative curricular offerings of a transboundary convergence nature, that is “issue based”, transdisciplinary content around issues including but not limited to: energy- food - water security and justice, just sustainability, resilience, energy transitions, transboundary water conflict resolution, social innovation, visualization and modeling in energy and environmental planning, multi-level, collaborative and networked environmental governance analysis and modeling, poverty and energy, gender and the environment, Latinos, and public and environmental health.

Department Background

The Department of Public Affairs and Security Studies (PASS) at the University of Texas Rio Grande Valley (UTRGV) offers a program leading to the degree of Master of Public Affairs (MPA), which is housed in the College of Liberal Arts. The MPA degree is an interdisciplinary program, offered in accelerated and traditional formats, to provide students with administrative concepts and competencies that can be utilized in a variety of administrative careers in public and nonprofit agencies. The program allows students to select from three different tracks: Public Administration, Public Policy, and Global Security Studies and Leadership. The MPA program is offered both in traditional and accelerated online format.



Minimum Qualifications:
Applicant must have a Ph.D. in the fields related to public administration and security studies and be tenured at current institution. Candidates appointed as Associate Professor or Full Professor must meet Departmental tenure requirements, will be voted on by tenured faculty based on their CV and those appointed to the rank of full professor will likewise be voted on by the full professors.

Discipline Specific Required Qualifications:

The colleague will be serving in the Public Affairs and Security Studies Department (PASS), with the ability to span several disciplinary boundaries with sociology/disaster studies, political science, social work, engineering, environmental studies, communications, demography, and public health, etc. As a member of the public affairs and security studies community , the applicant must be able to demonstrate expertise in studying the role of global, national, and sub-national institutions in the governance of transboundary climate, environment, digital society and critical infrastructures security. Specific areas of specialization include community resilience, food, energy and water security, health and well-being, and the behavior of social actors in transboundary relationships within sociotechnical and socio ecological systems. We welcome applications from scholars who explore how institutional structures at the local, national, and global scale act and interact, and the implications of such interactions for effective governance of uncertainty be it from climate, pandemic, infrastructure security or justice related extreme events. We look for candidates that have a working knowledge with vulnerable communities such as Colonias in the U.S-Mexico Border, communities in U.S. Island Territories facing risks related to extreme events both in the Caribbean and the Pacific, inner city, and rural communities facing food-energy-water insecurity, energy justice and energy democracy issues.

Preferred Qualification:
The ideal candidate will have the teaching load appropriate to rank of appointment. The candidate’s research and service load or assignments will be jointly determined by PASS and the candidate. As a member of a B3 University (bi-lingual, biliterate, binational), the candidate will demonstrate familiarity and experience in delivering courses to diverse student populations. The candidate will also be expected to bring a developed research agenda that enhances PASS’s intentional desire to analyze the Rio Grande Valley’s transboundary socio-technical, socio-ecological, and socio-cultural phenomena in multiple contexts with an emphasis on justice and equity, as well as socio technical and socio ecological vulnerability frameworks, populations, communities, and groups. Applicants with the demonstrated capacity to publish academic quality, peer-reviewed publications will be given preferred consideration.

Additional Information:
UTRGV is a distributed institution. As such and as assigned, the position may require presence at multiple locations throughout the Rio Grande Valley. Work is performed primarily in a general office environment. This position is security sensitive and thereby subject to the provisions of the Texas Education Code §51.215. The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days inlength.
