Department Summary
The Ballmer Institute for Children's Behavioral Health is a new Portland-based institute that will provide a bold new approach to addressing the behavioral and mental health care needs of Oregon's children. The Ballmer Institute was made possible by a lead gift of more than $425 million from Connie and Steve Ballmer, co-founders of Ballmer Group Philanthropy.

The Ballmer Institute for Children's Behavioral Health at the University of Oregon will be the first of its kind, establishing a new model for behavioral and mental health care, and the most comprehensive effort undertaken by a U.S. university and its partners, creating a new model of care.

The Ballmer Institute, the UO will:
  • Develop a new level of behavioral health practitioners through new undergraduate degree and certificate programs. The new degree program is subject to state approval.
  • Deliver science-based early detection, prevention, and treatment strategies directly into the lives of children and their families.
  • Accelerate the discovery and dissemination of new technologies and research informed by clinical context.
  • Provide scholarships through a $100 million endowment to graduate a new, diverse and culturally rich workforce prepared to work directly with those in need.
    Position Summary
    Reporting to the Associate Director, the Human Resources Generalist (HRG) provides front line support for a wide variety of Human Resource functions for the Ballmer Institute for Children's Behavioral Health. The HRG will work with supervisors, hiring managers, faculty leadership, and search chairs to provide consultation and advice on HR best practices, policies, and procedures to ensure compliance as well as effectiveness. As a new position within the Ballmer Institution, this role may grow and adjust to meet the needs of the Institute as it scales operations.

    The HRG will manage recruitment, onboarding, employee and labor relations, and project management processes, under the strategic leadership of the associate director. This position supports these efforts by providing comprehensive tools and resources as well as consultation, guidance, and direct support to hiring managers, search chairs, and committees during the recruitment, selection, hiring, and onboarding. This position will also assist in addressing employee relations issues, including gathering information for investigations and researching and compiling data. These duties are carried out in a confidential capacity while maintaining an institutional perspective.

    The HRG liaises with the broader campus including the Office of the Provost and University Human Resources on behalf of the Ballmer Institute. They will monitor university changes to policies, procedures, and best practices, and will provide comprehensive updates and adjust internal workflows as needed. They also provide coaching, training, and guidance to supervisors and employees.

    The HRG will provide exceptional customer service while operating with professionalism, confidentiality, and sound judgment. This position requires the ability to work independently, exercise creative problem-solving skills, and communicate clearly. The person in this role must be able to work effectively with a diverse group of stakeholders.

    Although the Ballmer Institute will ultimately be located in North East Portland, current operations will be housed at the existing UO Portland building in Old Town.
    Minimum Requirements
  • Bachelor's degree and three years of progressively responsible human resources-related administrative support experience.
    OR
  • Five years of progressively responsible human resources-related administrative support experience.

    Preferred Qualifications
  • Experience working in higher education.
  • Professional HR certification (examples: SHRM-CP/SCP, PHR/SPHR, etc.)
  • Experience handling confidential materials including personnel files.
  • Experience working with union contracts and applying employment and labor laws.
  • Experience working in or with employee & labor relations.
  • Experience with developing and implementing processes and procedures.
  • Experience with Banner or similar data information systems.
  • Experience using an HRIS or a Talent Management/Applicant Tracking System.
  • Experience with Microsoft Office/software programs such as Word, Excel, PowerPoint, Outlook, as well as Adobe Acrobat and Smartsheets.
