Position Overview:
Under the direction of the Dean of Enrollment Services, the Director of Student Outreach and Partnerships plans, organizes, directs, manage and oversees the student outreach and international student programs related to outreach, marketing and promotional, school relations and outreach, services, and activities to facilitate and enhance the enrollment of high school students, research and development; community-based organizations, educational foundations and business organizations to advance the College's commitment to educational excellence rooted in providing equitable opportunities and fostering success for all members of our diverse community.
Nature of Scope:
The Incumbent is responsible for leading the day-to-day student outreach program and international program; leads and builds robust and inter-connected relationships with Marin County schools, community-based organizations, K-12 and community college programs, educational systems, services, and enrollment processes; current legislation, community college educational requirements and Title V regulations. Particular attention is given to groups under-represented at the College and within higher education. The incumbent plans, implements and evaluates a variety of educational and support programs, services and partnership opportunities including the department budget, research, reporting, program review and technological advancement; train, supervise and evaluate the performance of assigned staff.

Essential Functions

Incumbents may not perform all of the listed duties and may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Lead and build relationships among local school districts and community organizations through a collaborative process by sharing information, expertise, and fostering communication between stakeholders working to remediate persistent access and equity gaps among learners within the K-16 system.

Lead, plan, and manage an integrated and comprehensive community outreach program supporting the College's mission, including programs and services, enrollment process, financial aid, etc.

Participate, coordinate and develop recruitment events both on and off campus, outreach-specific collateral materials for outreach to schools and community organizations.

Represent the College on school and community-based advisory councils and planning committees; prepare reports and maintain records on community outreach activities and the results of these activities.

Build outcome-based alliances with school and community partners providing an open channel of communication for referrals, feedback, and partnership opportunities, all within a context of continuous improvement, commitment and action.

Plan, organize and determine recruitment goals for high schools and community organizations supported by a database of outreach contacts and the ability to track prospects' registration process.

Provide supervision and management of the recruitment and retention of international students; oversee special events and programming related to admission, orientation, and F-1 Visa advising for international students.

Maintain documents and records (computer and/or paper) to provide up-to-date reference and audit trail for compliance. Generate reports as required. Sustain a continuous improvement cycle by reviewing and recommending policies, procedures, and activities related to outreach/partnership work.

Develop marketing strategies and informational materials in collaboration with the Public Information Office to broaden outreach to new partners and deepen current partners' engagement through education and outreach.

Collaborate with the Office of Planning, Research, and Institutional Effectiveness and other units, such as Counseling, Testing, Enrollment Services, Student Accessibility Services, EOPS, etc. to provide outreach services, monitor progress of recruitment and outreach effectiveness.

Initiate, direct, design, and conduct applied research and program/service evaluation projects that support the District's decision-making, program planning and review processes, institutional effectiveness, professional development, and grants development.

Work closely with COM Public Information Office, faculty and staff to articulate clearly the key value-added features of programs and support services; and with the Welcome Center and Enrollment Services staff to foster student success and retention through outreach and onboarding.

Collaborate with the Counseling Department Chair in developing on-site Student Educational Planning sessions in anticipation of College Success Saturday, and in updating and adding new modules to the online orientation platform.

Collaborate with senior managers, students, and other district staff to plan strategies for publicity campaigns, communication of district information, and to plan special events and public relations activities.

Provide leadership and oversight for administering and implementing District policies and procedures, collective bargaining agreements, Equal Opportunity statutes, State and Federal codes, local laws, and other regulations as applicable, to ensure compliance and continual improvement of services, and activities to support and foster the College's mission.

Foster an environment that embraces equity-minded practices, integrity, trust, and respect. Support, implement and promote compliance with the District's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increase cultural and ethnic diversity in staffing, curriculum, programs and services.

In conjunction with senior administrators, faculty chairs/coordinators, and staff, plan for short- and long-range staffing needs for the department including facilities event support.

Engage in participatory governance and be involved with institutional activities such as program review and strategic planning. Recommend processes and implement technology to improve the District's delivery of curriculum, programs and services.

Plan, develop and monitor departmental budgets and forecasts with Fiscal Services. Prepare a variety of financial reports required by the College and Federal and State agencies.

Direct, train, supervise and evaluate the work of staff in their professional environment to better meet the goals of the program; oversee and build capacity among Outreach staff and Student Ambassadors.

Other Functions:
  • Perform other duties as assigned.
  • Chair, staff and/or serve on District committees.
  • Represent the District and make presentations at local, regional, state and national conferences, meetings, workshops and training seminars. Make presentations to the Board of Trustees, Cabinet and other District groups.
  • Review and oversee the preparation and distribution of promotional materials including flyers, correspon­dence, brochures, and website content for the purposes of providing information and attracting registration and community participation.


Requirements & Desirables

REQUIREMENTS
  • A Bachelor's degree in a related field or equivalent; and
  • At least five years' management/leadership responsibilities working with college recruitment and outreach, onboarding strategies for students, or related functions; and
  • Demonstrated public speaking ability and ability to make presentations before small and large groups; and
  • Must demonstrate excellent interpersonal and communication skills; and
  • Demonstrated commitment to equity-minded practices in support of the diverse academic, socio­economic, cultural, disability, and ethnic backgrounds of community college students, college staff, and community members.

  • DESIRABLE QUALIFICATIONS
  • Successful experience working as a recruiter/admission counselor or in a similar role for an educational institution.
  • Understanding equity as the recognition of historical and systemic disparities in opportunity and outcomes and providing the resources necessary to address those disparities.
  • An equity-minded approach focused on creating a welcoming and inclusive space that supports student engagement and success.

    KNOWLEDGE required to satisfactorily perform the functions of the job includes: community college educational requirements and Title 5 regulations; applicable laws, codes, regulations related to F-1 students and SEVIS, other state and Federal regulatory requirements; familiarity with K-12 and community college programs, educational systems, services, and enrollment processes; current legislation; familiarity with educational resources in the community; and familiarity with college financial aid. Particular attention is given to groups under-represented at the College and within higher education. Perform basic math, including calculation of fractions, percentages and/or ratios; read technical information; compose a variety of documents; facilitate group discussions; and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes budget responsibility; concepts of grammar and punctuation; data collection and record keeping.



    SKILLS are required to perform multiple tasks with a frequent need to upgrade skills due to changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: maximizing limited resources; analyzing data; preparing and maintaining accurate records; budgeting; operating standard office equipment including pertinent software applications; planning, organizing and coordinating projects. Use of new or additional equipment brought about by new technology shall be incorporated consistent with the level of responsibility and complexity of this job.

    ABILITY is required to schedule a significant number of activities; routinely gather, collate, classify and interpret data; and use basic job-related equipment. Flexibility is required to work with others under a wide variety of circumstances; analyze data utilizing defined but different processes; operate and utilize job related equipment using various methods of operation. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes. In working with others, problem solving is required to analyze issues, create plans of action, and reach solutions.     CONDITIONS OF EMPLOYMENT

    Prior to employment, the selected candidate will be required to complete the following:
  • In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  • Criminal Justice/Fingerprint Clearance.
  • COVID-19 Vaccination Status: All employees new to the District who access campuses or other District facilities, and/or participate in off-site work in-person for the District, must be fully vaccinated against COVID-19, prior to employment unless approved as exempt due to verified medical or religious reasons (as defined in federal or state laws and regulations).
  • California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  • DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.     RESPONSIBILITY
    Responsibilities include: Working independently under broad organizational guidelines with supervision focusing on results; coordinating with other persons within a department, large work unit and/or across several small work units; and monitoring the use of funds.     WORKING ENVIRONMENT
    Outreach activities on and off campus require a certain amount of physical effort such as occasional lifting, carrying, pushing and/or pulling, climbing, stooping, reaching, handling, etc. Generally, the job requires 60% sitting, 40% walking/standing. The job is performed under minimal temperature variations, a generally hazard free environment, and in a clean atmosphere.

    CLASSIFICATION CATEGORY
    The Director of Student Outreach and Partnerships is a classified administrative position, in compliance with all applicable sections of the California Education Code. Classified administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.

    SALARY INFORMATION
    FLSA Status: Exempt
    Salary Grade: MGMT 2
    Full Salary Range: $102,864 to $130,404 annually.
    Starting Salary Range: $102,864 to $110,040 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.
