Position Summary

Under the general guidance of the Senior Director of Procurement & Contract Services, the Accounts Payable (AP) & Travel Manager performs a variety of duties and oversees the day-to-day accounts payable and travel operations for the university to ensure full compliance with Federal and State laws and regulations; and established CSU policies, requirements, procedures, and guidelines. The AP & Travel Manager is responsible for supervising the department staff whose responsibilities include, but are not limited to, accurate payments for the provision of goods and services to the university; sales and use tax calculations; travel claims processing; supplier on-boarding; records management; monthly and annual fiscal year end close activities; implementing and maintaining AP & Travel related systems and processes; and various financial reporting to both internal and external entities including the IRS and State Controller's Office.

The AP & Travel Manager regularly coordinates with Procurement & Contract Services, Property Management & Central Receiving, Facilities Management, Payroll, Bursar's Office, Financial Reporting, Accounting Services and Human Resources management and staff to ensure the integrity of system data; proper payments, reimbursements and bond payment transactions; and the accurate and timely recording of data in the General Ledger. The incumbent also works cooperatively with internal and external auditors and ensures the department complies with all Public Records Act requests after approval of University Counsel.

Other responsibilities include but are not limited to, providing communication, coordination and training on travel and accounts payable policies and procedures for internal and external clients; implementing disbursement related tax activities and reports; recommending policy and procedural changes; and implementing best practices for continuous improvement.

FLSA: Exempt

CSU Classification Salary Range: $3,750 - $10,417 per month

Hiring Range: Depending on qualifications, not expected to exceed $6800 per month.

Work Hours: 8:00am - 5:00pm; other hours as required

Department Information

The Accounts Payable & Travel department responsibilities include, but are not limited to, accurate payments for the provision of goods and services to the university; sales and use tax calculations; travel claims processing; supplier on-boarding; records management; monthly and annual fiscal year end close activities; implementing and maintaining the department's related systems and processes; and various financial reporting to both internal and external entities including the IRS and State Controller's Office.

Required Qualifications
  • Equivalent to a bachelor's degree from an accredited institution with a major in accounting, business administration, finance or related field OR a combination of education and experience which provides the required knowledge.
  • Demonstrated knowledge of travel administration, accounts payable, IRS reporting, tax reporting, and other financial reporting practices.
  • Verbal and written communication skills to effectively present information, provide clear direction, and respond to questions from staff, faculty, peers, senior leadership, customers, other California State University (CSU) campuses, auditors, suppliers and external agencies.
  • Excellent organizational and time management skills to set priorities and deadlines that ensure goals and objectives are obtained.
  • Technical skills to collect, research, analyze, interpret, track, and report data and information.
  • Demonstrated skills using standard office equipment; computers; software programs such as Microsoft Excel, Word, PowerPoint, Outlook, Adobe; video conferencing tools (such as Zoom, Teams, Slack, Skype); and accounts payable and/or enterprise reporting systems (such as Jaggaer, Peoplesoft).
  • Ability to work independently, and be a self-motivated, highly productive problem solver.
  • Ability to use interpersonal skills to develop collaborative working relationships with internal and external communities from diverse and multicultural backgrounds.
  • Ability to effectively motivate, lead, and manage staff; assign duties and responsibilities; oversee work assignments to ensure accurate and timely completion; evaluate performance; provide personal development and training.
  • Ability to analyze situations; assess requirements; interpret technical procedures; apply applicable rules, regulations, policies and processes to formulate effective solutions and action plans.
  • Ability to prepare and present business correspondence and reports that are clear, concise and persuasive.
  • Ability to write effective and comprehensive procedure manuals and training materials.
  • Ability to reason logically, make appropriate recommendations and negotiate to resolve conflicts.
  • Ability to adapt, demonstrate flexibility and patience in a changing environment. (e.g. technology, policies, priorities)
  • Five (5) years progressive experience in accounts payable and travel or closely related fields.
  • Two (2) years of successful experience supervising professional financial staff.
  • Ability to pass a background check.

  • Preferred Qualifications
  • Bachelor's or master's degree in accounting, business administration, finance or closely related field.
  • Prior work experience in higher education, most preferably the CSU system.
  • Experience utilizing the CSU Central Common Financial System (CFS), PeopleSoft, Jaggaer, and/or Concur travel systems.
  • Experience managing staff in a hybrid, unionized environment.
