Job Summary

The Position Management/Compensation team in Human Resources provides human resources services for the University of Colorado (CU) Boulder for the purpose of hiring, compensating, developing and retaining a qualified, diverse workforce. This includes compensation analysis, position management, FLSA determination and interpretation, and serving as a strategic partner to assist the University in the accomplishment of its mission.

As an HR Professional, this position provides consultative position management and compensation recommendations and strategies for assigned departments including advising campus departments on appropriate use and interpretation of Regent and University policies and applicable state and federal employment laws. Duties include maintaining and communicating campus classification and compensation systems, policies and tools; determining appropriate position exemptions from the state of Colorado personnel system; reviewing and approving position titles and job descriptions; determining appropriate position FLSA status; ensuring position description and compensation compliance with applicable collective bargaining agreements; responding to position management data requests; and reviewing, correcting and approving appointment and compensation data and documentation.

What Your Key Responsibilities Will Be

Position Management:
  • Serve as primary contact and resource for position management, compensation and related questions for assigned campus departments.
  • Review position descriptions in accordance with state constitution and statutory provisions for exemption from the state of Colorado personnel system.
  • Determine appropriate exemption criteria if applicable or recommend classified staff options instead. Ensures positions and processes follow applicable collective bargaining agreements.
  • Determines the accurate classification of classified staff positions by evaluating assigned duties as detailed in the position description relative to the State Class Descriptions (CDs). Such determinations may include performing quality control by reviewing position descriptions for overall completeness, clarity and consistency; determining appropriate classification and meeting with campus employees and supervisors to communicate the decision, discuss classification issues, or explain the rationale behind the classification decision.
  • Determine appropriate job title based on responsibilities described. Review minimum and preferred requirements and recommends changes if necessary to ensure requirements match the level of job responsibilities and follow equal opportunity practices.
  • Determine appropriate FLSA status for the work assignment and ensures background check, collective bargaining status, campus security authority status and crucial function requirements appropriate to the position are documented.

Compensation Analysis:
  • With supervisor direction, collect and analyze market data in order to develop salary ranges for university staff positions.
  • Advise departments on the appropriate use of salary ranges and provides guidance with all aspects of compensation.
  • Review offer and addendum letters for compliance and appropriateness and advise HR recruiting coordinators or requesting department of any changes.
  • Assist departments with compensation strategies related to setting salaries; retaining employees; and issues of market equity or compression.
  • Advise campus departments on appropriate use and interpretation of Regent and University policies in addition to applicable state and federal employment laws.
  • Review, correct and approve compensation and position management related data in various IT systems, including Avature, PayFactors and HCM.
Consulting and Policy Interpretation:
  • Advise, interpret and guide university employees, supervisors, and/or external parties regarding University policies and state and federal laws and regulations.
  • Work collaboratively and in partnership with campus departments on a variety of HR issues in a strategic and consultative manner to help persuade and guide toward solutions that best meet their needs and the needs of the university as a whole. Review situations from multiple angles and perspectives considering the pros/cons and impacts of each decision.
  • Seek direction from other experts to find the best solutions. Educate and inform departments of recommendations and rationale in a manner that build and maintain trust and credibility.
  • Provide guidance and expertise to departments and other HR units on issues or special projects related to classification and compensation best practices. Assist in developing and conducting campus training programs as needed.
  • Assist in developing, and implements and communicates related reference or “how to” materials.
  • Assist with implementation of new campus HR systems and other HR-related projects to improve outreach and services to the campus and to ensure legal and policy compliance.
  • Develop or maintain knowledge in cross-functional areas of HR, such as labor/employee relations, recruitment/selection, etc.
  • Interpret Regent and campus policies in order to appropriately and strategically answer department or employee questions.

  • This position has been assigned a hybrid work modality with the primary work location being remote. Position is required to work on-campus as needed to meet the needs of campus constituents.

What We Can Offer
  • Starting salary is $56,000 - $60,000.

What We Require
  • Graduation from an accredited college or university with a bachelor’s degree or equivalent combination of education and experience.
  • Minimum one year of professional experience in business administration, public administration, human resources, or a similar professional field.

What We Would Like You To Have
  • Professional human resources experience in a higher education or public sector setting.
  • Master’s Degree in human resources, business management, public administration or closely related field.
  • Certification in one or more of the following: Society for Human Resource Management (PHR, SPHR), World at Work (CCP) or the International Public Management Association for Human Resources (Certified Professional).
  • Experience working at the University of Colorado in a Human Resources area.
  • Experience with the State of Colorado civil service personnel system including knowledge of related personnel board rules, administrative procedures and collective bargaining agreements.
