As part of the University of Maryland, Baltimore’s ongoing commitment to creating and maintaining a campus environment free from all forms of discrimination and harassment, including all forms of sexual harassment and violence, the University seeks to fill a position for a Compliance Investigator (Equity Access & Compliance Title IX Investigator).   The Office of Accountability and Compliance administers the University’s compliance program by managing the UMB hotline, conducting compliance resolutions and investigations, and providing Title IX required services. The Compliance Investigator will play an important role in the University’s coordinated response, prevention, and education initiatives pursuant to Title IX and related statutes and regulations. The Compliance Investigator will serve as a deputy Title IX Coordinator.    The Compliance Investigator will conduct prompt, thorough and impartial investigations, which includes preparing strategic investigation plans, identifying and interviewing witnesses, identifying and securing relevant documentation and evidence, analyzing the information and evidence gathered, preparing investigation memoranda and reports, and maintaining investigation files. The Compliance Investigator will utilize case management programs (currently EthicsPoint) to document investigation activities and case milestones.   Benefits Information UMB offers a generous benefits package that includes 22 vacation days, 14 floating and holidays, 15 sick days; comprehensive health insurance and retirement options; and tuition remission for employees and their dependents at any of the University System of Maryland schools.   UMB will requires all faculty, staff, and students to be vaccinated against COVID-19. Exemptions for medical or religious reasons will be processed through Human Resources.     Essential Functions:
    Investigates compliance complaints, including discrimination and harassment, filed by students, staff, faculty or visitors in compliance with federal and state laws and University policies and procedures from inception to findings. This includes creating a strategic investigative plan, conducting and memorializing witness interviews, making credibility assessments, identifying and securing documentation and other evidence, preparing and presenting memoranda of findings and appropriate supporting documents, and communicating with the parties while protecting the neutrality, integrity, and privacy of the investigation. Provides ongoing updates regarding the status of complaints and investigations to the Director, Special Projects and appropriate University employees assisting with the University’s response to discrimination and harassment. Works closely with the Director, Special Projects, reviews and synthesizes allegations to determine applicable interim measures. Assists with the preparation and maintenance of statistical, demographic, and subject matter data related to Title IX/sexual misconduct, discrimination, and/or harassment complaints and trends. Utilize case management programs (currently EthicsPoint) to document investigation activities and case milestones. This includes being responsible for keeping thorough, accurate, and comprehensive records related to all assigned case investigations. Responsible for effective collaboration and communication with key stakeholders and partners. Identify and assess potential root causes and champion awareness and remediation of the same. Perform other duties as assigned.
  Qualifications    Education: Bachelor's degree (Master's preferred) in a relevant field such as Education, Law Enforcement, Legal Studies, Health, or Human Services. Experience: Four (4) years of relevant experience conducting investigations, preferably in a higher education setting. Work experience in a Title IX program in a higher education setting preferred. Certification/Licensure: Certified Title IX Coordinator through ATIXA within six months of employment. Title IX Investigator certification preferred.  Other: Knowledge of government regulations that pertain to students, faculty and University staff, such as Title IX Section 504, the Americans with Disabilities Act, and other anti-discrimination laws and regulation.     Knowledge, Skills, and Abilities
    Strategic and analytical thinking skills with an ability to solve problems and make decisions. Ability to network and interact, as well as support effective partnerships with key groups and individuals. Ability to use relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards. Excellent oral/written communication, presentation, and interpersonal skills. Ability to communicate effectively with all members of the UMB Community. Knowledge of government regulations that pertain to students, faculty and University staff, such as Title IX Section 504, the Americans with Disabilities Act, and other anti-discrimination laws and regulations. Familiarity with best practices related to conducting comprehensive and unbiased investigations. Ability to specifically focus on due process and trauma-informed interview techniques. Sense of urgency in completing tasks and capable of meeting deadlines when required. Ability to perform the essential functions of the position as described and as modified from time to time based on the needs of the Office.
