INTRODUCTION:

The Office of Student Affairs provides strategic leadership, planning and support for systemwide student services and initiatives with the ten campuses of the University of Hawai'i (UH) System.

The Associate Vice President for Student Affairs (AVPSA) is a senior member of the Vice President for Academic Strategy’s (VPAS) team charged with planning, developing, organizing, and coordinating systemwide work relating to student affairs and student success on behalf of the VPAS. The AVPSA reports directly to the VPAS and provides leadership in the design, implementation, evaluation, administration, and management of policies, programs, and initiatives related to student affairs and student success across the University of Hawai'i System.

DUTIES AND RESPONSIBILITIES:

Systemwide Student Affairs and Student Success Leadership

  • Oversees the daily operations of the Office of Associate Vice President for Student Affairs, including supervising personnel, budget, managing space, etc.
  • Provides systemwide leadership and collaboration in student related initiatives in areas that require or benefit from multi-campus approaches and collaborations including, but not limited to: transcript evaluation; student records and FERPA; tuition waivers and differentials; student debt; residency; student employment, cooperative education and internships; clinical and mental health
  • Leads systemwide initiatives in areas of enrollment management that can benefit from multi-campus approaches and collaborations including recruitment; admissions; registration; financial aid and scholarships; financial aid processing; and FAFSA completion.
  • Participates in and/or leads system-wide committees, conversations and initiatives around issues of student success as they relate to diversity, including efforts to enhance student success for UH’s under-represented populations including Native Hawaiians, Pacific Islanders, Filipinos and economically disadvantaged students.
  • Participates in and/or leads systemwide committees, conversations and initiatives relating to student matters that include, but are not limited to: data governance, data oversight, student financial processes, student fees, and student information system planning and functionality.
  • Serves as certifying officer for the Western Interstate Commission for Higher Education - Hawai'i.
  • Manages assigned programs for the State Post-Secondary Education Commission.

Systemwide Student Affairs Planning and Policy

  • Provides leadership and support to campuses in the administration and implementation of student affairs initiatives and programs consistent with Board of Regents (BOR) Executive policies, Administrative Procedures, and UH System guidelines.
  • Routinely reviews and as necessary, develops and or revises student affairs policies and procedures in consultation with appropriate stakeholders.
  • Prepares proposals for BOR and/or President's approval consistent with UH systemwide policies and strategic directions.
  • Prepares and presents testimony for the Hawaii State Legislature in response to bills and resolutions that impact UH student affairs policies, programs, and initiatives.
  • Stays current on emerging student affairs issues and trends in higher education at local, state, and national levels. Advises senior University of Hawai‘i staff, campus administrators, and student leaders on such matters as appropriate.
  • Gathers data, collects information and feedback, prepares reports for, and responds on behalf of the BOR, President, and other University executives on matters related to student affairs.
  • Monitors and implements measures to ensure systemwide compliance with federal and state statutes, acts, and administrative procedures as well as BOR and Executive policies related to Student Affairs programs.
  • Collaborates with the Office of Academic Strategy, UH Systemwide Initiative Project teams, and campuses to meet University systemwide student success goals.

Systemwide Student Affairs and Student Success Convening

  • Convenes and carries forth recommendations from systemwide standing and ad hoc groups relating to student affairs and student success including: the Council of Senior Student Affairs Officers (CSSAO), registrars, schedulers, financial aid officers and student life coordinators.
  • Convenes task forces relating to matters such as students’ basic needs, veteran/military student support, and undocumented/immigrant students.

Systemwide Student Engagement and Advocacy

  • Convenes and supports the UH Student Caucus, a system wide group of student government leaders representing each of the ten campuses.
  • Serves as an advocate for students on systemwide and statewide matters.

  • Performs other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS:

  1. Master's degree in a relevant academic field of study from an accredited college or university or equivalent combination of education and work experience
  2. Five (5) years of progressively responsible professional experience in higher education student affairs administration which included responsibility for planning, policy, program development and program implementation.
  3. Knowledge of, and experience with, best practices in maximizing access to higher education and increasing student success, as evidenced by successful implementation or completion of projects.
  4. Knowledge of emergent trends in higher education student affairs.
  5. Ability to collaborate and maintain strong positive working relationships with both internal and external constituents resulting in planned outcomes.
  6. Ability to communicate effectively both orally and in writing with a wide range of constituents from students and faculty to regents and legislators.
  7. Ability to analyze complex situations, develop solutions, present them for consideration by disparate stakeholders, and successfully implement a solution.

DESIRABLE QUALIFICATIONS:

  1. Doctoral degree in a relevant academic field of study from an accredited college or university.
  2. Experience working in a multi-campus system of higher education.
  3. Working knowledge of the University of Hawai'i System and its organization, programs, and operations.
  4. Experience working with Native Hawaiian students and communities or experience working in an indigenous or minority serving institution.
