Assistant Director of SEAA Data Analysis & Research

 

About the Opportunity

The position serves as Assistant Director of Data Analysis and Research for the North Carolina State Education Assistance Authority (NCSEAA). The Assistant Director will provide data analysis and research; reporting and communication; and project management leadership. Responsibilities include: developing and updating projection models for use in awarding higher education and nonpublic K12 scholarships and grants; conducting studies including the use of statistical models to address research questions; designing, conducting, documenting, and evaluating results of studies/ journal articles related to various areas of financial aid; responding to specific research requests from the Executive Director and other Authority leaders; preparing materials ranging from detailed, descriptive and graphical reports to concise summaries and talking points on complex issues for a variety of audiences at all levels of an organization, often under tight deadlines; preparing reports, visualizations, and written products for a diverse audience to include internal leadership, the Board of Directors, and external reports; providing expert analysis and counsel in the review and development of data-related goals, metrics, policies, and implementation strategies to further the strategic goals of the Authority; and managing projects from end-to-end including annual updates to Strategic Plan metrics, research studies, surveys, and program evaluations.

 

The position reports to the Executive Director.

 

This position may be eligible for a hybrid or remote work arrangement, consistent with NCSEAA policy. NCSEAA employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.

 

About the NC State Education Assistance Authority

The North Carolina State Education Assistance Authority (NCSEAA), an agency of the State of North Carolina, is authorized by the General Assembly to plan, finance, and administer postsecondary student financial assistance programs of a statewide or inter-institutional nature. It serves students attending public and private two- and four-year colleges and universities in North Carolina, as well as families of students attending nonpublic K12 schools.

 

Minimum Education, Experience, and Skills

Requires Master's degree in public policy, applied statistics, data science, analytics, social science research, measurement, assessment, research methods, quantitative psychology, or related discipline and at least five years of related experience; or a PhD public policy, applied statistics, data science, analytics, social science research, measurement, assessment, research methods, quantitative psychology; bachelor's degree and six years of experience; will accept a combination of related education and experience in substitution. PhD strongly preferred.

 

Required Competencies

  • advanced data analysis and statistics skills and experience.
  • advanced experience with data analysis software (e.g., SAS, R, SPSS, Stata- SAS experience preferred) to manage, manipulate, and analyze large datasets.
  • fluent with Microsoft Office (including advanced Excel proficiency).
  • knowledge of higher education both within and outside of North Carolina.
  • knowledge of state and federal financial aid programs.
  • demonstrated ability to understand and use data to make a data-driven case.
  • the ability to locate and synthesize research on relevant higher education topics.
  • experience with data visualization software (Tableau).
  • demonstrated ability to prioritize multiple tasks, and function in a fast-paced and collaborative environment.
  • have an understanding and experience with national higher education data (e.g., IPEDS, College Scorecard, etc.).
  • understand the limitations/tradeoffs of different quantitative methodologies, especially causal research.
  • ability to capture the essential details of problems and identify needed analysis that will result in solutions.

 

Preferred Education, Experience, and Skills

experience in institutional research and/or data and analytics work in higher education systems a plus
