This Network Services Manager position is responsible for the management of the COCC network team and related network services. This position leads and supervises the networking team, maintains and supports the integrity of the COCC local and wide-area data/video/voice networks, and oversees administrative duties such as budget, equipment, and vendor relations. This position works closely with the COCC Information Technology management team as well as the COCC community. The Network Services Manager actively oversees the day-to-day operational activities surrounding the troubleshooting and administration of COCC’s educational network, phone, and voice mail systems.

Terms of Employment:
  • This is a 12-month exempt position at pay level 27 in the Administrative salary schedule.
  • Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
  • Requires the provision of official transcripts upon hire.
  • COCC employees must work and reside in the state of Oregon at the time their work is being performed.

Essential Functions:
Leadership of Network Services Team:
  1. Lead and supervise the daily activities of the ITS Network Services team, including but not limited to: a. Technical support and reliability of the COCC network b: Support of the COCC phone and voice mail systems and related wiring infrastructure.
  2. Direct, plan and perform the daily management operations of a wired and wireless network.
  3. Supervise, plan, and assign the analysis of network functions and the monitoring of network activities to ensure optimal network operation.
  4. Conduct individual and team performance management activities such as routine check ins, performance evaluations, goal setting, expectation-setting, and discipline, as appropriate.
  5. Manage networking budget, recommending budget expenses and network infrastructure improvements.
  6. Work with vendors for equipment and services necessary to support COCC’s activities and future initiatives.
  7. Support and train other network team specialists in their work performance.


Network Management:
  1. Manage and maintain network stability by identifying trends, recommending and implementing corrective measures, and documenting action taken
  2. Oversee networking equipment including assigning and/or applying software updates as well as major upgrades.
  3. Oversee the management and configuration of physical and virtual elements of the network, such as routers, switches, hubs, VLANS .
  4. Maintain an inventory of network equipment and parts and required upgrades, including all related documentation.
  5. Direct and participate with the network team to install and improve network-related software and network equipment.
  6. Work with the campus constituents, outside vendors, and ITS Team members to ensure a quality-learning environment. This includes the main COCC campus and all outlying College campuses and centers.

Network Services Technical Support:
  1. Serve as technical expert in network problems and emergencies; assists in troubleshooting and resolution of network problems.
  2. Oversee the effective operation of COCC’s phone and voice mail systems.
  3. Work with the Information Technology teams to ensure a stable administrative computing environment.
  4. Provide stable and reliable network environment between State Universities and COCC .
  5. Provide technical assistance for existing and new building facilities in the support of future technologies.
  6. Direct and manage network maintenance activities during designated maintenance windows.
Knowledge, Skills and Abilities:
Individuals must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities. The individual is expected to follow College work rules and policies.
  1. Skills in managing, administering, and maintaining institutional technology infrastructure, including network connectivity, Internet access, wireless access, etc.
  2. Ability to lead, manage, and direct a team of network technicians.
  3. Ability to direct others and make decisions regarding changes to the network such that interruptions are rare, generally planned, and brief.
  4. Ability to administer, review and evaluate the College networks and make recommendations for upgrades.
  5. Ability to gather information from other ITS staff to obtain information regarding potentially related problems to network systems.
  6. Thorough knowledge of data security including encryption, intrusion detection, firewalls, virus protection, etc.. Ability to delegate these types of activities to team members.
  7. Ability to use office equipment, power tools, machinery, computers, and network diagnostic tools.
  8. Ability to work with Network and Communication Service providers and vendors and ITS technical support staff.
  9. Knowledge of monitoring and maintaining routers, switches, firewalls, VLANS, and other networking devices.
  10. Ability to direct the work of others as well as support outside agencies, networking, and telecommunications needs as defined by contractional agreements with COCC .
  11. Knowledge of Windows desktop systems.
  12. Knowledge of telephone and voicemail systems.
  13. Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  14. Ability to recommend purchases and manage a budget for network operations.
Physical Demands and Other Ergonomic Requirements:
Working hours will include early and late hours with possible weekend work and on-call coverage for emergency outages during off hours and residence hall support. Work is conducted in an ordinary office, mostly sitting. Computer screen is used approximately 75% percent of the time.   • Associate’s degree in an information technology related field and/or equivalent experience managing network infrastructure activities in the areas of monitoring, configuring, and upgrading.
  • A combination of three (3) years of network-related experience in the following key areas:
  1. Network design, configuration, installation, upgrades and maintenance
  2. Networking equipment such as routers, switches and firewalls.
  3. Network configuration of wireless routers, VLANs, and subnets.
  4. Wiring of a network infrastructure including types of wiring categories.
  • Two (2) years’ team supervision and management experience.
License:
  • Valid Oregon Driver’s License or ability to obtain within 30 days of employment. Ability to drive campus vehicles to outlying centers and campuses is required.
