Brief Description of Duties

The University of the District of Columbia (UDC) seeks a dynamic, strategic, and innovative thought leader with a distinguished record of Human Resources (HR) leadership experience to build and develop UDC’s HR function into an innovative program that delivers transformational HR services to meet the needs of the University’s faculty, staff, and administration.

Reporting directly to the Senior Vice President and Chief of Staff, the Vice President for Human Resources (VPHR) will develop, implement, and maintain effective HR policies, programs, and practices to attract, retain and develop high-level talent for the University. With a demonstrated understanding of the unique needs of the modern workforce, the VPHR will bring an innovative approach to the delivery of HR services, be a positive force for change, that models and leads a service-oriented culture of accountability and excellence. The VPHR will set direction and guide the department’s day-to-day activities covering all HR functions including recruitment, selection; onboarding; classification; compensation; benefits; compliance; employee and labor relations; talent development; performance management; records retention; HRIS/pay services; reporting and metrics. As a key member of the University’s leadership team, the VPHR will serve as a collaborative partner to the President’s executive cabinet in supporting HR initiatives that foster an exceptional workplace culture and align with the University’s strategic goals.

Essential Duties and Responsibilities
  • Develop and implement a robust talent management strategy that includes recruiting best practices and effective talent acquisition strategies to ensure the recruitment, effective onboarding, and long-term retention of highly qualified faculty, staff, and administrators.
  • Establish and maintain open communication and cooperative partnerships across the University to support a culture of accountability, transparency, inclusion, and excellence.
  • Identify key HR performance indicators to assess organizational success and market competitiveness.
  • Ensure the routine and timely exchange of reports, data and pertinent information to facilitate informed decision making across the organization.
  • Research, develop, and implement fair, equitable and competitive compensation, classification, benefits, and performance management programs.
  • Develop and manage strong relationships with the University’s unionized workforce and the labor unions that represent them.
  • Develop and implement progressive performance management, talent development, training and succession planning programs that align with the University’s mission, values, and strategic efforts to be an employer of choice.
  • Advise, guide and counsel the University community on all matters pertaining to human resources management.
  • Ensure compliance with applicable employment laws, regulations and requirements.
  • Direct and manage the activities of HR staff responsible for carrying out the daily activities of the department and provide authentic and inspirational leadership to foster an efficient, effective and productive work environment.

Minimum Job Requirements
  • Master’s degree in Human Resources, Business Administration or related field required, with professional certifications strongly encouraged. Doctoral degree preferred.
  • Deep knowledge and understanding of the principles and practices of HR management, including recruitment, staffing, benefits administration, HR Information systems, employee and labor relations, benefits administration, AA/EEO, talent development, performance management, classification, and compensation.
  • Ten years of progressively responsible HR Management leadership experience in complex, matrix organizations.
  • HR experience in a higher education setting, a plus.
  • A strong record of success implementing change management and process improvement initiatives.
  • Experience with employment law and compliance at the local, state and federal levels.
  • Demonstrated experience consulting and advising University leadership on HR programs, issues, policies, requirements, obligations and opportunities.
  • Excellent written and verbal communication skills, as well as strong presentation and influencing skills; exceptional listening skills.
  • Demonstrated expertise in budget management, fiscal responsibility and stewardship.
  • A demonstrated leadership style that promotes collaboration across multiple and diverse constituencies with a strong customer service commitment.
  • An unwavering commitment to the highest ethical standards ensuring the integrity of HR systems, programs and functions.

Required Competencies
  • A general understanding of the systems, methods and administrative machinery of the university for accomplishing day-to-day activities.
  • Knowledge of human resources management principles, human resources policies and procedures, analytical, fact-finding and administrative skills.
  • Knowledge of the organization and function of the District of Columbia government, its various agencies, boards and commissions, as appropriate.
  • Ability to work effectively when confronted with emergencies.
  • Administrative skills in planning, organizing and managing a large workforce.
  • Demonstrated ability to gain cooperation and support from faculty and other individuals when attempting to initiate programs.
  • Demonstrated ability to work cooperatively and harmoniously with people of diverse interests, temperament and expectations.
  • Knowledge of the organization, mission and programs under the jurisdiction of the University of the District of Columbia.
  • Skill in oral and written communication to develop and present cogent arguments for the acceptance of controversial points of view.
  • The ability to analyze programs and sound judgment in assessing the practical implications of alternative solutions.
  • Administrative skills in planning, organization, time management, etc. • Knowledge of the organizational structure of the university as well as knowledge of composition of the work force by occupational categories, relative to grade levels, race, sex and other relevant characteristics.
  • Ability to develop effective communications between management and employee to facilitate understanding and adoption of human resources programs.
  • Creativity in devising solutions to human resource management problems that impact organizational programs.

Collective Bargaining Unit (Union): This position is not part of the collective bargaining unit.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a 'satisfactory background investigation' is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
