We are seeking an Assistant Director of Enterprise Payroll Shared Services who leads a team responsible for the processing and the payment of all payroll for the Johns Hopkins enterprise. This includes the university and health system affiliates. Payroll is processed using SAP on a bi-weekly, semi-monthly, and weekly basis for multiple employers/FEINs.

Specific Duties & Responsibilities:

Position responsibilities in support of the Johns Hopkins University and Health System include, but are not limited to:

  • Manage the enterprise payroll services function
  • Deliver payroll projects on time and on budget
  • Ensure integrated solutions are designed and functioning appropriately
  • Ensure timely and accurate payroll results
  • Drive the development of the future ERP system roadmap for the payroll function and ensure that the team is staffed and skilled for the future; provide strategic direction for key business payroll requirements
  • Drive the continuous implementation of system changes for SAP and continuous process improvements which can include recommending and implementing procedure and policy changes
  • Ensure compliance with federal and state tax regulations (FICA, W-2, 1042-S tax issues)
  • Ensure stellar customer service for departmental and employee issues
  • Drive consistent delivery of payroll data and analytics for business groups
  • Drive action plans for internal and external audit findings
  • Manage multiple corporate initiatives, programs, and projects, and ensure alignment with the overall business and payroll strategy. Establish metrics to assess the success of these initiatives, programs, and projects
  • Collaborate with university and health system leadership across the enterprise to determine data strategy and governance
  • Leverage systems and technology (and make recommendations for) as a means to increase efficiency and productivity of the function and for employees and divisions/affiliates
  • Serve on various cross-functional project committees to ensure that the Payroll function is represented when planning for resources and key system changes (e.g., new entities converting to SAP payroll; new functionality/enhancements that impacts payroll or initiated by payroll).
  • Drive adoption and usage of systems enhancements and/or new launches across all Johns Hopkins entities
  • Build and maintain a strong functional team through effective recruiting, training, coaching, team building and succession planning.
  • Ensure that stong service delivery model and customer support culture is developed and maintained to ensure seamless payroll processing and support with HR leadership, HR Business Partners, Divisional leaders and employees
  • Responsible for creating a work environment that maintains confidentiality, is highly collaborative, and collegial

Minimum Qualifications (Mandatory):

  • Bachelor's in Finance, Accounting, Business or related field required
  • Payroll certification and additional payroll experience may be considered in lieu of related degree
  • MBA, CPA or MS Finance preferred
  • Eight years of progressively responsible related work experience
  • Payroll experience is a must preferably in payroll operations/management
  • SAP/ERP experience and/or higher education experience is desired
  • Proficiency in Microsoft Office (including Excel, Power Point, Project, or equivalent)

  • Must be able to effectively function with a high degree of autonomy in a high-volume, complex, decentralized environment, while effectively managing multiple priorities and meeting pre-determined deadlines

Special Knowledge, Skills & Abilities:

Requires comprehensive and proven knowledge/experience in the following areas:

  • Accounting theory and practice including internal controls
  • Dederal and multi-state payroll regulations including compensation and benefits
  • Complex computer systems/solutions as well as office software noted above
  • Excellent time management skills
  • Results-oriented with ability to understand the need for flexible processes
  • Excellent general management skills including innovative human resource development
  • Ability to select and develop staff
  • Demonstrated ability to lead in professional, collegial, inclusive manner, mentoring and developing staff, and cultivating effective relationships across organizational boundaries
  • Significant ability to analyze and constructively report data
  • Ability to engage diverse constituencies, provide appropriate counsel and partner with university and health system leadership, management, faculty and staff on a broad range of matters related to the payroll function, that are impacted by staff and faculty (Human resources) considerations
  • Ability to excel within a dynamic and highly decentralized environment, working both independently and managing others to complete their tasks in a fast-paced environment with competing priorities
  • Experience leading a service center environment with knowledge of best practices for supporting a decentralized organization
  • Demonstrated ability in the use of information system technology to improve operational processes
  • Knowledge of best practices involving improving user experience with technology
  • Experience aligning functional teams to enhance services provided in a changing work environment

Technical Qualifications or Specialized Certifications:

  • Demonstrated ability to use Microsoft Office Suite software applications, along with general understanding of HRIS applications to retrieve data for reporting and analysis
  • Strong knowledge of HRIS systems and related technology
  • Clear understanding of SAP system infrastructure and functionality details is strongly preferred

Physical Requirements:

  • Must be able to remain in a stationary position for extended periods of time
  • Ability to operate a computer and other equipment on a frequent basis
  • Ability to frequently communicate with coworkers

Supervisory Responsibility:

  • Direct supervision of 15 members of the Payroll Shared Services team, including professional level Managers, Supervisor, Accountants and non-exempt Specialists/Coordinators
