Sr. Contracting Manager

Johns Hopkins Facilities and Real Estate is seeking a Senior Contracting Manager (SCM) who will work under general supervision of the Director of Design & Construction (DO). The SCM oversees and manages the Contracting Team which provides procurement services for design, consultant, and construction services, contract administration, and accounting services for the Design & Construction (D&C), Program Management, and Facilities Teams.

D&C is responsible for management of the design, construction, and occupancy for all new construction, renovation, and capital renewal projects on the JHU Homewood campus, Mount Washington campus, JH at Eastern, JH at Keswick, Washington DC campus, and Montgomery County Campus. D&C provides services to all university schools and divisions, except the Bloomberg School of Public Health, School of Medicine, and Applied Physics Lab.

The Department also provides tenant fit-out services for the Johns Hopkins enterprise which in addition to the above, includes the Bloomberg School of Public Health, School of Medicine, Applied Physics Lab, The Johns Hopkins Health System, and The Johns Hopkins Community Physicians.

Specific Duties & Responsibilities:

  • Manages and oversees the Contracting Team.
  • Oversees adherence to the D&C Process and Procedures Document and University Policies by the D&C and Program Management Teams, and respondents to RFP’s and bid solicitations.
  • Collaborates with the DO to maintain current process and procedures along with formulating and implementing new processes to further improve documentation, reporting, and efficiencies.
  • Collaborates with the Directors and Associate Directors to develop and implement procurement strategies while ensuring adherence to current policies, procedures, and D&C project management standards.
  • Collaborates with the Project Management Teams to develop Request for Proposal (RFP) and Invitation to Bid (ITB) solicitations for design & consultant services, construction management & general contracting services, and furniture and equipment procurement.
  • Oversees pre-bid meetings, bid analysis, vendor interviews, award recommendations, and contract negotiation.
  • Collaborates with the Economic Inclusion Manager to establish and implement contracting strategies in alignment with the Johns Hopkins Economic Inclusion and HopkinsLocal program, and to develop Economic Inclusion strategies for vendor and workforce development.
  • Oversees the management of work induction, including project request forms and project initiation, purchase orders, and invoicing through the PMWeb project management system and SAP.
  • Oversees the financial management of project fee calculations, project cash flows, and project closeouts.
  • Oversees the management of contract drafting and execution.
  • Represents D&C on the JH Enterprise Vendor Review Committee (JVRC) to evaluate potential consultants, contractors, and vendors while monitoring performance of vendors across the project portfolio.
  • Develops excellent vendor relations based on reasonable expectations, consistency in project execution, fairness, and prompt payment.
  • Collaborates with Office of General Counsel and Risk Management regarding contracting requirements.
  • Works cohesively with all departments within Johns Hopkins Facilities and Real Estate to support the overall mission of the organization and the University.
  • Fosters collaborative relationships with internal JHU constituencies including department leadership and representatives.
  • Represents the university to external constituencies including architects, engineers, constructors, regulatory agencies, etc. on a variety of issues related to project procurement requirements.

Decision Making:

  • Along with Director, Project Managers and clients, reviews proposals and bids, attends consultant and constructor interviews, and recommends best value contract awards.
  • Oversees all RFP and ITB submissions to assure accuracy of proposals for fair and accurate evaluations by the project team.
  • Oversees the management of the contract award to the successful firm.

Authority:

  • Provides recommendations to the Director regarding team personnel issues including, but not limited to, hiring, mentoring, goal setting, and disciplinary action as necessary.
  • Conducts performance reviews for assigned staff.
  • Uses broad range of engineering, architectural, construction, legal, management and business knowledge to identify, describe, analyze and resolve technical, staffing, contractual, or financial issues.
  • Oversees the compilation of data to demonstrate that policy and procedures are followed to document contract awards.
  • Develops and implements procedures for the area of responsibility.
  • Provides reports to the DO including, but not limited to, project volume and status, project closeout, fees, and cash flows. Manages programs and/or projects within defined budgets.
  • Directly responsible for Contracting Team staffing to maintain productivity levels consistent with departmental goals and objectives.

Communication:

  • Demonstrates the use of excellent verbal and written communication skills for consensus building, collaboration, and problem solving.
  • Clearly communicates and reinforces performance expectations and job responsibilities to assigned staff.
  • Exchanges routine and non-routine information with staff, vendors, and internal and external clients as appropriate.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Management, Construction Management, Architecture, Engineering, or related discipline preferred.
  • Ten years of related procurement experience with a proven track record of providing excellent customer service to internal and external clients.
  • Five years of progressively responsible management of professional staff which is concurrent or in addition to the ten years of experience noted above.

  • Interacts professionally with JHU departmental staff as well as contractors, manufacturers, vendors and consultants.

  • Familiar with project management software financial management, and accounting

Physical Requirements

    Sitting in a normal seated position for extended periods of time. Reaching by extending hand(s) or arm(s) in any direction.
  • Finger dexterity required to manipulate objects with fingers rather than with whole hands(s) or arm(s), for example, using a keyboard.
