Job Description:

About the Title V Grant: In 2021, OLLU was awarded a 3-million dollar, 5-year, Title V Developing Hispanic Serving Institutions (DHSI) grant,  "A Comprehensive Approach to Improved STEM Education at OLLU", with the following three primary Action Plans designed to improve the quality of instruction in STEM disciplines: redesign of core STEM courses, provide STEM faculty extensive training/professional development, and create an EXL STEM Studio "makerspace" to facilitate hands-on active/collaborative experiential learning. In response to the U.S. Department of Education's (USDE) competitive preference priorities, OLLU's Title V HSI will increase STEM-centered community/industry internships and develop financial wellness modules for inclusion in the First Year Seminar and STEM courses to improve students' awareness and understanding of national and global economic factors. 

Job Summary: The Title V HSI Project Director provides leadership, oversight, and coordination of a USDE funded, five-year grant to expand educational opportunities for, and improve persistence and degree completion rates of, Latinx students. Funding following the first year is contingent upon demonstrating substantial progress in meeting the approved goals and objectives and Congressional appropriation of funds for the program. The Project Director oversees project administration, implementation, and evaluation; communicates status of Title V DHSI Project objectives to various university constituencies; and maintains effective oversight of grant activities to ensure that project operation is compliant with federal and OLLU policies and guidelines; and performs other project-related work as needed. The Project Director will report directly to the OLLU President; all other project staff will report to the Project Director.  

Essential Functions:

Compliance--

1. Monitor grant management and spending to ensure full compliance with federal and OLLU procedures, including verification that project funds are not supplanting funds.

2. In collaboration with the Office of Sponsored Programs and the Finance Office, monitor the drawdowns of grant funds and regularly reconciles the budget and expenses.

3. Establish the Education Department General Administrative Guidelines (EDGAR) compliant inventory of Title V-funded equipment/major supplies as acquired and checks the inventory annually.

4. Monitor and maintain financial records for transactions as separate and restricted.

5. Ensure compliance with Davis-Bacon Act by maintaining documentation of adherence to federal requirements for payment of prevailing wages by renovation contractors.

6. Document hours and submit the Personal Activity Report to Finance monthly

7. Communicate to USDE any revisions to initial grant plan and obtains prior approval as needed.

 

 


Requirements:

Qualifications:

A Master's degree in Physics is preferred, however, candidates with MS degrees in STEM-related fields or a doctorate in Education, Counseling, Social Sciences, Behavioral Sciences or related fields will also be considered. A successful candidate will have a demonstrated ability to manage large-scale projects, including building effective teams, supervising staff, managing budgets, and writing reports is required, preferably including federally funded grants at an institution of higher education. Furthermore, experience with data collection, analysis, and evaluation, either directly or through institutional or external contractor collaborations is required; experience working on projects serving underserved student populations, with a preference for projects serving students of color, low-income, and first-generation students; and demonstrated commitment to engaging in diversity, inclusion, and equity practices in prior professional roles. This position requires strong interpersonal skills and demonstrated sensitivity to the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of the OLLU student populations.
