PURPOSE:

Under the general supervision of the Director of Employee & Labor Relations, Compliance, and Leave Programs, the Training & Development Manager will be responsible for developing and delivering an overall comprehensive training program(s) for the campus. The position will partner with the campus to develop and deliver staff and management training and development to their applicable needs. Responsibilities could also include interpreting and/or implementing Collective Bargaining Agreements (CBA's), laws, rules and policies in coordination with other University Personnel Administrator(s).

Note: Due to the nature of operations and work-flow in the University Personnel office, incumbent will be responsible for preparing complex reports and handling problems of a highly confidential and sensitive nature.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

Campus Training
  • Evaluates individual, departmental and campus wide training needs through assessment, needs analysis, and conferring with administrators, staff and faculty. Once needs are identified, will develop training workshops and training content that integrate and model proper accessibility techniques and standards.
  • Builds partnerships with key stakeholders and assesses the effectiveness of training offerings and actively researches and stays informed of new and emerging technologies and methodologies that support organizational development and learning.
  • Develops, coordinates, and presents curriculums in a culturally competent manner for in-person and remote learning via video conference training programs specific to career pathways, department needs and to address needs from key stakeholders.
  • Creates and monitors work plans for projects to ensure that development initiatives maintain high levels of professionalism and effectiveness while providing an exceptional learning experience for participants.
  • Establishes learning plans and develops training programs to satisfy identified training needs involving individualized web-based programs, formal group training, and coaching.
  • Utilizes various platforms, including the SumTotal learning management system, to schedule, assign, promote, deliver and track the status of training courses.
  • Works with other UP managers and campus managers to determine the proper course of specialized training for represented employees as a result of a recommendation from Employee Relations.
  • Defines components necessary to achieve goals of programs; determine if delivered programs are available for online or in-person training; determine value of proposed programs.
  • Conducts analysis to evaluate the success of programs.

  • Other Functions:

    KNOWLEDGE, SKILLS AND ABILITIES:

    Thorough knowledge of:
  • Delivering programs to meet the organizational needs of higher education workforce.
  • University policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination.
  • Federal and state laws regarding Title IX and discrimination standards.
  • Exercising superior judgment with the ability to manage highly sensitive and confidential information.
  • Organization and analysis in order to manage cases with accuracy and reasoned decision-making, as well as manage caseloads and multiple deadlines effectively.
  • Thorough knowledge of software technology and systems related to HR and training initiatives including but not limited to Word, Excel, Power Point, Web Browsers, email, SkillPort, SumTotal, WebEx and PeopleSoft HR.

  • Skilled in:
  • Effective verbal, written and interpersonal communication and presentation skills, including the ability to be impartial and establish rapport with a diverse range of community members.
  • Serving a diverse population with cultural competence/humility and sensitivity, as well as working with a wide range of campus constituents (staff, faculty, students, administrators, third parties, etc.) with diplomacy and tact.
  • Conducting needs assessment and development of new presentation/courses to meet organization needs
  • Using business and video software systems in the completion of work assignment; i.e., Word, Excel, Access, PowerPoint, Teams, Zoom, and Webinars

  • Ability to:
  • Work a fluctuating schedule - general business hours are maintained, but needs of cases and programming could require infrequent work on some evenings or weekends.
  • Work under conditions with frequent interruptions, distractions, and emergencies.
  • Advanced ability to quickly learn, interpret, and apply sound judgment in the interpretation and application of complex organizational policies, procedures, and collective bargaining agreements.
  • Build partnerships with key stakeholders

  • MINIMUM QUALIFICATIONS:

    Equivalent to a bachelor's degree from an accredited college or university AND/OR equivalent training and administrative work experience involving the study, analysis, and evaluation leading to the development or improvement of professional development and employee training programs. A minimum of three years of directly related or combined work experience in training and training systems.

    PREFERRED QUALIFICATIONS:

    Knowledge of HRIS Systems. Work or training experience in unionized higher education or public sector environment. Demonstrated experience with more complex spreadsheets, relational databases and data query tools. Experience working in a high volume, fast-paced environment of shifting priorities combined with organizational skills and experience prioritizing and coordinating large volumes of work. Excellent interpersonal skills with the ability to interact effectively with executive leadership, managers, faculty, staff, students, campus community members, vendors, and the general public. Technical fluency with Microsoft Office Suite; G Suite (Gmail, Docs, Drive,Teams, and Calendar); Oracle-PeopleSoft/Common Management System or equivalent student, HR and/or Financial information systems; intranet drives; Zoom, and internet browsers. Knowledge of training and development principles.

    SPECIAL CONDITIONS OF EMPLOYMENT AND POSITION DESIGNATIONS:

    PHYSICAL ENVIRONMENT:

    Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.

    There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority. In the fall, students, faculty, staff, and the community can expect that masks will be required and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance. Additionally, all students, faculty, and staff are encouraged to be vaccinated before coming to campus. All community members who work or attend class on campus should expect to participate in a random or periodic testing system.
