Qualifications:

  1. Education: Bachelor’s degree in Accounting or closely related field required. Master’s Degree preferred.
  2. Experience: Minimum of 5 years experience in Accounting, preferably in an institution of higher education. Experience with and knowledge of current accounting practices. Knowledge of and experience with computerized system of accounts receivable, accounts payable and general ledger, preferably Datatel COLLEAGUE. Minimum of 3 years of supervisory experience required.
  3. Special Skills: Working knowledge of Federal Laws and Regulations for the administration and compliance with all Student Financial Aid Programs, including the receipt, distribution and recalculation of all state and federal awards granted to students; a commitment to customer service indicating the ability to work with individual students to insure that each student’s financial obligation is satisfied; working knowledge for administering the collection of bad debts owed to the college including the recommendation of policies governing the establishment of both internal and external collection procedures and contracts; supervise the appropriate case review of student accounts leading to recommendation to deregister students owing funds to the College; knowledge of third party financial commitments and contracts for sponsoring student financial obligations.
  4. Other Qualifications: Analytical, detail oriented skills required; ability to convey technical knowledge to non-technical personnel; strong interpersonal and communication skills required. Ability to work in a team environment required. Effective verbal and written communication skills required to support an environment that provides services to students, faculty, and staff.


General Functions:

The Director of Student Accounts will be responsible for the total operation of the Bursar Department. The position; manages and supervises the college cash collection operation including collection, deposit, and management of accounts receivable functions; manages and supervises the re-calculation and distribution of all student financial aid monies related to State and Federal financial aid programs; is responsible, with the controller, for approving or denying student petitions filed in the event of disputed amounts owed to the college; maintains strict control of accounts to determine if income due from tuition, fees, chargebacks, etc., are promptly recorded, billed, and reported.

The position is responsible for the supervision and evaluation of Civil Service staff; development and administration of the departmental budget; implementation and enforcement of state and federal regulations and policies; implementation of computerized processes for all records; and advancement and implementation of technology to support increased access. Ensure policies and procedures of the Bursar’s Office and the College are properly planned and managed to maintain accuracy and integrity of financial information.

Essential Functions:

Manages and implements changes in regulations for Federal and State funded programs. This includes, but is not limited to, PELL, SEOG, CWS, NDSL, TAP, APTS, Regents Scholarship and EOP. All financial reports for the above listed programs are to be accomplished by the Bursar.

Assumes the responsibility that documentation of all financial transactions relating to student account receivables and disbursements are adhered to as required by State University and New York State Department of Audit and Control.

Ability to understand and interpret financial aid regulations as they apply to Bursar functions.

Supervises return of Federal aid and loans according to Title IV regulations.

Develop and implement policies and procedures for the effective delivery of services to students.

Assures timely and accurate processing of financial transactions to student accounts.

Supervises the receiving and depositing of all monies for the College including tuition fees, Federal grants and other income.

Insures adherence to adequate internal control measures.

Audits all computerized & manual ledgers and monitors the system of accounting for student-related income and expenditures of the College. Prepares and administers the annual budget for the Bursar’s Office.

Deregistration of students for non payment of tuition & student fees.

Meets with students and families to discuss student accounts.

Works in conjunction with other student services offices to plan interdepartmental procedures such as registration and billings.

Coordinates various deferments that may appear on students accounts such as scholarship monies and other outside sources of funds to students.

Develops and implements contracts and memorandums of agreement for payment of student accounts with 3rdparty vendors.

Assist auditors with student accounts auditing.

Update all office publications and forms necessary and periodically review available outside materials for inclusion in college brochures.

Responsible for updates to Bursar webpage on College website.

Responsible for housing related financial transactions including; billing, collection of student accounts and remittance of funds to College Suites.

Responsible for reconciliation of housing receivables with College Suites.

Liaison between FLCC and College Suites.

Coordinate campus book voucher program with Executive Director of FLCC Association and Campus Bookstore.

Responsible for campus refund program and assures timely refunds to students.

Creates and revises departmental policies as related to Federal and State regulations.

Participate in professional development activities at the institutional, regional, and state levels.

Assure the departmental equipment and software is up to date.

Recommend changes to procedures with changes in technology.

Responsible for hiring and supervising staff in Bursar Office.

Prepares annual goals and reports as Directed by the Controller.

Promote staff participation in college committees, and will specifically participate in Enrollment Services Planning (ESP).

Responsible for interviewing and recommending vendors including but not limited to: collection agencies, credit card processors and payment plan providers.

Explore and implement new services to students such as payment of bills and review of student accounts online.

Assists in other activities as may be designated by the Controller.

The salary for this position is $60,000 - $70,000.
