Brief Description of Duties

Reporting to the General Counsel, the Compliance Officer/ Title IX Coordinator serves as the Title IX Coordinator and holds primary responsibility for developing and implementing all university-wide policies and programs related to compliance with Title IX of the Educational Amendments Act of 1972, Equal Employment Opportunity (Title VII), Civil Rights Act (Title VI), Section 504 of the Rehabilitation Act and the Americans with Disabilities Act (ADA), workers compensation and campus equity and diversity programs. Duties include managing and/or conducting independent, objective, and timely investigations involving allegations of harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other allegations related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act.

Essential Duties and Responsibilities

The Compliance Officer/ Title IX Coordinator will be the primary, point of contact for all university programs, activities, training, investigations, and reporting related to harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act. position will be responsible for immediately responding to Title IX allegations and overseeing compliance with the University’s Title IX procedure.

Specific responsibilities include:
  • Serve as primary resource and subject matter expert for all concerns and questions related to harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act involving students, faculty and staff.
  • Serve as intake officer, manage resources, and lead/conduct prompt, thorough, and impartial investigations in response to direct and indirect complaints of harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act. Assign Title IX complaints to an investigator.
  • Review, revise, and develop all university policies and procedures related to Title IX, harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act to facilitate compliance with applicable federal and local regulations and guidance.
  • Prepare training materials and deliver training presentations to the University community related to Title IX, harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act.
  • Prepare recommended actions and summary materials to support complaints, appeals, and other legal actions involving investigations, hearings, and when necessary, immediate or interim measures, to ensure protection and due process to all parties.
  • Prepare reports as requested by the General Counsel.
  • Provide support, technical assistance, guidance and coordination to the Office of the General Counsel.
  • Other duties as assigned.
Minimum Job Requirements
  • Juris Doctor (JD) or master’s degree in a relevant field from an accredited college and or university.
  • Minimum of four years of professional experience conducting investigations, developing policies, and training materials pertaining to Title IX, harassment, discrimination, sexual and gender misconduct, bullying, retaliation, salary inequity, and all other matters related to federal protections of protected persons and protected traits under the District of Columbia Human Rights Act, sexual harassment, and/or sexual and gender-related misconduct in a higher-education setting or other related field.

  • Excellent written and oral communication skills, including skill in writing concise, logical analytical reports to convey complex issues.
  • Ability to communicate and foster cross functional relationships across university schools and offices to promote an anti-discrimination campus culture.
  • Excellent critical thinking skills, including the demonstrated ability to analyze information, evaluate results, and facilitate resolution of difficult challenges while maintaining strict confidentiality and sensitivity.
  • Excellent interpersonal skills, including the demonstrated ability to listen well and demonstrate sensitivity to and respect for individual needs.
  • Ability to maintain neutrality and work under stress.
  • Ability to work collaboratively and professionally across multiple constituencies to resolve complaints in a neutral, sensitive manner.
  • Demonstrated knowledge of nondiscrimination laws, compliance regulations and due process protections as they apply to student codes of conduct.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).

Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a 'satisfactory background investigation' is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist, rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
