Job Description

PURPOSE AND EXPECTATIONS
Provide the Missouri Department of Elementary and Secondary Education (DESE) with support in the design and development of elements of the Missouri Assessment Program (MAP). Provide educators with support regarding effective instructional methods, assessments and/or activities related to improving academic performance as measured by MAP. Collaborate with other initiatives and interagency work as requested by DESE.

ESSENTIAL FUNCTIONS
• Facilitate activities involved in the development of assessment resources, assessment items and related content for a variety of purposes.
• Provide content expertise for the development and implementation of MAP assessments. These activities include but are not limited to item writing, content review, scoring material creation, item/form review, scoring monitoring, training materials review, assessment manual creation/review, and performance level descriptor drafting.
• Collaborate with DESE curriculum and assessment staff and MAPDP Program Manager.
• Plan and coordinate the development of assessment support materials, resources and training.
• Recruit educators to participate in assessment development activities.
• Maintain accurate records of activities.
• Provide training to a variety of audiences about issues related to MAP, local assessment, implementation of the Missouri Learning Standards (MLS) and priority standards, and related topics.
• Consistently report activities and data in a system and format designated by DESE.
• Attend and actively participate in recurring periodic and ad-hoc meetings and training as designated by the MAPDP calendar and direction of DESE.
• Attend and participate in conferences as requested by DESE.
• Other duties and functions as assigned by DESE.

GENERAL EXPECTATIONS FOR MEETINGS
Attendance at and participation in all events, trainings, and meetings shall be conducted in-person or virtually as directed by DESE, in accordance with RPDC policy and applicable requirements issued by the Missouri Office of Administration, the Missouri Department of Health and Senior Services, and/or local health department or municipality guidelines.

ADDITIONAL INFORMATION
• The Assessment Development Facilitator Reports to the Regional Professional Development Center (RPDC) Director and is expected to carry out project-specific activities at the direction of assigned DESE content and/or assessment director.
• The Assessment Development Facilitator is 12-month, full-time, professional role which is funded through September 30, 2024.
• The Assessment Development Facilitator position is remote.

REQUIRED TRAVEL
This position may be required to travel in-state and out-of-state.

Minimum Qualifications

A Master's degree in related/relevant area, and at least 2 years of experience from which comparable knowledge and skills can be acquired is necessary

QUALIFICATIONS
Qualifications for personnel employed to provide services specified in this agreement are identified below. Deviations from these expectations must be approved by DESE.

Assessment Development Facilitator positions are specifically intended to provide large-scale assessment development support. Personnel filling these positions will have a thorough knowledge of the content required in their position. They will have knowledge and experience in the development of such assessments and be able to demonstrate a high level of skills in development, presentation, meeting facilitation, and delivery of quality professional development. Individuals in these positions are also expected to have a working knowledge of technology and be able to use it in development, presentation and delivery of training.

Personnel serving in the role of Assessment Development Facilitator are required to have a thorough understanding of the scope of the work and of the intended outcomes of the project. Individuals are expected to participate in developing, refining and/or revising materials when requested by DESE. It is the expectation that all contracted personnel will use the materials and tools provided or approved by DESE with integrity. Individuals providing services outlined in this contract are expected to be ambassadors of DESE in their work with districts, schools and communities.

PREFERRED EXPERIENCE, EDUCATION, KNOWLEDGE AND SKILLS
• Five years of successful, progressively responsible experience in education or a closely related field, including the development of a variety of student assessments.
• Three years of classroom experience and elementary or secondary content-specific teaching certificate.
• Experience in the appropriate content area in large-scale assessment development, instruction, intervention, and assessment practices.
• Demonstrated knowledge of appropriate uses of educational tests and measurements for the improvement of instruction.
• Understanding of significant research in the content area regarding assessment and education and the ability to apply the findings to the improvement of instruction.
• Ability to express complex ideas to a variety of audiences clearly and concisely both orally and in writing.
• Ability to manage diverse activities and meet established deadlines.
• Ability to establish and maintain rapport and effective working relationships with DESE, its partners and local school district personnel.
• Ability to analyze complex educational problems and develop feasible solutions.
• Ability to use technology to conduct work in remote and on-site settings and to deliver professional development in remote and on-site settings.

EDUCATION REQUIRED
Master’s degree from an accredited institution of higher education in education or closely related field (or equivalent combination of education and experience).

PHYSICAL REQUIREMENTS
Must be able to lift 25 pounds.
