The Patrol/Communication Officer is responsible for responding to routine and emergency calls for service, conducting initial and follow up investigations as appropriate, responding to medical incidents and both fire and intrusion alarms. They are also responsible for the efficient and effective operation of the multi-faceted Swarthmore College Communication Center. The position maintains control of incoming telephone calls while providing direction for outgoing calls that are not direct dial accessible. The Officer courteously provides information and assistance by telephone, radio or in person to faculty, staff, students, and visitors. The dispatch of internal communications, monitoring of CCTV, Access Control and both fire and intrusion alarms, as well as key control of organizations’ keys are all integral functions of the position. Coordination of communication or responding to incidents under demanding emergency conditions is an essential skill. Evening/Night Shift - This position is a two day a week part time schedule working Friday's and Saturday's 10:30 pm - 6:30 am.

Essential Responsibilities:
• Perform crime prevention duties as required. Discuss crime prevention, fire and safety with students, faculty and staff. Routinely, and as required, meet with Resident Assistants and students to discuss concerns, resolve individual and group issues consistent with the Department’s “Adopt-A-Dorm” crime prevention program.
• Operate patrol vehicles under varying conditions, on roadways and in pedestrian movement from routine to emergency situations. Maintain a visible image to the campus to deter potential violators. Assist the motoring public on campus when they incur problems of mechanical nature, such as vehicle jump starts and vehicle lockouts.
• When not actively engaged in specific department sanctioned duties, the officer will revert to a continuous systematic patrol of the campus and routine building checks. The Patrol Officer will conduct vehicle and bike patrols which are limited to within college boundaries and shall remain on college property unless called to assist a local law enforcement agency immediately adjacent to campus.
• Successfully complete the Public Safety Department’s Field Training program within the allotted time period. Participate in training programs which are regularly scheduled and those which are specially arranged outside of the regular schedule. Participate in student training programs when assigned. Assume the responsibilities of designated accountabilities that are essential to the successful operation of the department such as: crime prevention, electronic protection systems, parking enforcement, fire suppression.
• Maintain a level of physical fitness whereby the officer will have the capacity to meet job related physical challenges. Participate in required physical fitness training.

Criminal Investigation Function
The Patrol Officer is required to become involved in preliminary, supplementary, and miscellaneous investigations which are necessary to solve crimes, apprehend criminals, provide victim/witness assistance and prepare case documentation.
• Enforce Student Code of Conduct Rules, Swarthmore College regulations, Pa. State Crime and Vehicle Codes through investigation, identification and/or apprehension of violators. Preserve the Constitutional guarantees and safeguards of all persons. Physically arrest persons when appropriate or issue written traffic and non-traffic citations.
• Prepare complete, concise and detailed reports concerning all criminal activity under investigation by the department. Interview victim and witnesses and assist them in preparing written statements of their observation and/or involvement. Ensure the confidentiality of all personal and/or sensitive information pertaining to incidents and investigations.
• Develop personal contacts within the college community to aid in crime prevention and detection efforts. Assist local law enforcement and other agencies with investigations which may involve a member of the college community.
• Protect crime scenes to prevent entry by unauthorized people. Assist the officer in charge as required at crime scenes with photography, evidence collection and preservation, measurements, etc. Maintain a chain of custody throughout any laboratory processing of materials, storage before and during the criminal proceedings and identify all evidence in court.
• Execute search warrants and criminal warrants held by this department or as contacted for assistance by other agencies.
• Testify before the Swarthmore College Student Judiciary Committee, District Court, Juvenile Court and the Court of Common Pleas.
Supervisory Responsibilities

The Patrol Officer may be designated to qualify and serve as a Department of Public Safety Field Training Officer (FTO). Specialized training may be required for designated duties:
• Qualify and prepare lesson plans, and conduct in-service training programs for patrol and communications personnel.
• Collect and preserve evidence at crime scenes using special photographic techniques, latent fingerprint dusting powders, and other special equipment used by a crime scene technician.
• Conduct shift briefings and assume command and supervision of a patrol shift during the absence of a supervisor. Determine and implement directed patrol efforts for their respective duty hours.
• In the absence of the regularly assigned Communications Officer, a Patrol Officer is required to perform communications duties such as: operate the Intercom Phone console, answer emergency phones, monitor electronic equipment and computer terminals, maintain a key log issuing keys to authorized persons, operate a radio unit directing officers to respond to calls for assistance, and perform other duties as listed in the Communications Officer job description.

Required Qualifications:
  • High School diploma or equivalent required. Minimum of three years’ experience in the security, public safety, law enforcement, and communications field, preferably in a college or similar environment and/or experience in a busy office setting in a call-taking environment.
  • College degree, PA Act 235 Certification or PA Act 120 Certification preferred. An equivalent combination of experience and education may be considered.
  • Must be proficient in the use of Microsoft Word, Excel and relational database management software such as Filemaker Pro, (version 6.x or later), Computer Aided Dispatch (CAD), CCTV and Access Control.
  • Data entry, analysis, correction, management and presentation of data are required.
  • Must have excellent communication and customer service skills to deal effectively with a wide variety of College personnel and/or outside individuals/organizations.
  • Ability to work and maintain a positive relationship with Public Safety staff and other personnel.
  • Must be able to work a flexible schedule and be available for additional shifts as necessary.
