University of Maryland Global Campus (UMGC) seeks
a Senior Budget Analyst. Reporting to the Senior Director, Budget
Operations, the Senior Budget Analyst is responsible for the
oversight of a departmental unit budget, forecast, personnel
resources and ad hoc financial models as well as address any
concerns related to budgeting, purchasing, receivables and
transaction for the designated unit. This position will work
closely with other members of the Senior Vice President and team
for that unit to ensure alignment and appropriately allocated
resources with strategic and operational planning decisions and to
develop long-term planning mechanisms to ensure achievement of
goals and priorities. The Senior Budget Analyst works
collaboratively with departments across the university, including
HelioCampus (the University’s analytics provider), Facilities
Management, Finance & Travel, Human Resources, and Procurement
to implement and comply with organizational strategies and polices.
The Senior Budget Analyst also works collaboratively with other
FP&A team members and other leadership members within the
designated departmental unit to support and provide
recommendations.
SPECIFIC RESPONSIBILITIES
INCLUDE:
- Manage personnel and operating budgets for departmental groups within unit, work in collaboration with leaders to forecast and monitor budget availability. Recommend budget shifts as necessary. Provide budgetary support and ensure adherence to university financial & budgetary policies and procedures and help resolve issues related to budget matters.
- Supports the FP&A team in developing and preparing the university’s annual internal budget.
- Leads monthly/quarterly/annual forecast and trend reviews for designated unit. Develops insightful financial analysis to evaluate departmental results. Reviews trends and produces necessary analyses for accurate forecasting. Provide explanations for material variances to budget, prior forecast, and prior year results.
- Contributes to the ongoing reviews of internal budget processes/procedures to create efficiencies through streamlined processes, defined budgetary processes and expectations, and collaborate with departmental groups to create reporting consistencies across the university.
- Produces and submits Academic-related state reporting requirements to state agencies in an accurate and timely manner.
- Other duties as assigned.
- Bachelor's Degree in Business, Finance, Accounting, or a related field from an accredited institution of higher learning.
- At least five (5) years of budget management experience and/or financial reporting.
- Ability to successfully complete multiple projects under tight time constraints.
- Demonstrated presentation and interpersonal skills.
- Ability to interface effectively with all levels of management.
- Excellent problem solving, analytical, and organizational skills; and experience using Excel for managing data.
- Master’s Degree in Finance, Business Administration or related field and 7 years of experience. Familiarity with a variety of the field's concepts, practices, and procedures.
- Ability to rely on experience and judgment to plan and accomplish goals.
- Excellent Excel, analytical and communication skills.
- Experience in higher education budgeting and/or financial modeling and forecasting. Experience using Workday financials and Adaptive Insights.
- Skill in analyzing and recommending tailored financial solutions.
- Ability to compile, organize, interpret, and communicate accounting data and results concisely. Ability to utilize financial models and planning systems effectively.
