Position Summary
The Carl Vinson Institute of Government at the University of Georgia invites applications and nominations for a public service faculty position within the Human Resources Management Unit of the Strategic Operations and Planning Assistance Division. The Carl Vinson Institute of Government is a Public Service Unit under the leadership of the Vice President for Public Service and Outreach. The position will be available July 1, 2022 and carries rank in the public service faculty career ladder of The University of Georgia.
The Human Resources Management Unit assists cities, counties, and government authorities by supplying them with information, presentations, and written reports that serve as management tools to aid in decision making. The work often involves surveying and interviewing of numerous personnel within different organizations in order to develop reports. Projects include Classification and Compensation studies as well as Fair Labor Standards Act review. This position will report to the Human Resources Management unit manager. This position requires travel. This position will work directly with clientele in various fields including local and state governments as well as educational institutions and non-profit organizations. Thus, it is critical that the candidate possess the desire, ability, and background to interact in a very objective, positive, and supportive manner with these important clients of the Institute of Government.
The position performs work in an office environment or on-site with client organizations in a variety of field settings. The work involves extensive travel throughout the State of Georgia and on occasion, beyond.
Project Management Duties
- Directs human resources management technical assistance projects for county governments, state government agencies, local government authorities, and municipal governments. Human resources management technical assistance projects consist of classification and compensation studies, salary and benefit surveys, and workforce planning analyses.
- Establishes and maintains working relationships with personnel in county governments, state government agencies, local government authorities, and municipal governments.
- Meets with potential clients to assess and determine technical assistance needs.
- Develops project proposals and budgets.
- Supervises assigned project personnel. Project personnel typically include graduate students, independent contractors, professional staff, and undergraduate students.
- Presents project recommendations and results to administrators, elected officials, and employees in client organizations.
Human Resources Management Technical Assistance Duties
- Design and develop organizational classification and compensation plans.
- Design and administer benefit and salary surveys; analyze and interpret collected data.
- Review and analyze compensation issues for special populations within client organizations (i.e. executives, public safety personnel, etc.).
- Research labor market trends.
- Collect job activity data; perform job analysis; and write job descriptions.
- Develop recruitment and selection tools.
- Research federal and state human resource management laws.
- Maintain knowledge of human resource management best practices.
Miscellaneous Duties
- Participates in professional associations and organizations.
- Serves on Carl Vinson Institute of Government and University committees.
- Performs other related duties as assigned.
- Provide assistance and consultation, and perform applied research as needed.

Relevant/Preferred Education, Experience, Licensure, and/or Certification
The successful candidate must possess detailed knowledge of human resources management best practices, quantitative and qualitative research methods, and the human resources management regulatory environment. The ideal candidate must have at least five years experience in the practical program implementations of human resources management systems especially in the areas of classification and compensation, organizational staffing, and performance management. At least one year of previous experience working with county governments, state government agencies, local government authorities, and municipal governments in a consulting capacity is preferred. The successful candidate must possess excellent oral and written communication skills in order to successfully interact with client organizations. At least one year of project management, budget development and administration experience preferred.
