Official Title: Medical Services Director Business Title: Director of Student Health Center Employment Class: Limited FTE: 1.0 Compensation: $110,000 - $115,000 FLSA Status: Exempt Terms of Employment: 12-month, annual, limited appointment Position Summary:

Leads and directs all medical programs and services and shares broad management responsibility in the division. Supervises staff and oversees risk management, quality improvement programs, and accreditation for medical services. Develops systems of care which foster continuity of patient care, optimal outcomes for patient health, and a successful health care team environment while supporting the missions of the division.

Responsibilities

30% - Administration

a. Develops process for ongoing review of the mission and vision of the SHC, ensuring annual planning, goal setting and preparation of annual report.

b. Develops and monitors the annual budget, ensuring adequate funding for the provision of a full range of primary care services for students.

c. Develops and monitors insurance billing and collection practices, when applicable.

d. Develops and implements SHC clinical and administrative policies, procedures and protocols to facilitate efficient, effective and quality clinical care and operations.

e. Ensures the facility, equipment, supplies, and pharmaceuticals are adequate to meet the needs of the daily operation of the SHC.

f. Ensures services provided meet the needs of a diverse student body, utilizing input and feedback from student assessment.

g. Ensures the provision of health outreach programs that address the health care needs of the student body.

h. Serves as chair for the Executive Committee.

i. Ensures students are aware of the services of the Student Health Center via various campus presentations, outreach and website.

j. Monitors the public health of the university community and works collaboratively with the local Public Health Department to control the spread of communicable disease.

k. Directs strategic planning initiatives and establishes objectives for medical services to ensure appropriate use of financial, administrative, and staffing resources in alignment with the strategic plan.

l. Supports the development, measurement, and achievement of performance standards for quality, service, efficiency, and effectiveness for all programs and services.

30% - Supervision

a. Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees

b. Maintains an adequate staffing pattern to meet student needs effectively and efficiently.

c. Ensures all professional staff maintain proper credentials.

10% - Provide Clinical Care

a. Maintain skills, license, and knowledge as a clinical provider.

b. Provides direct primary health care services to students, including medical and psychosocial evaluation, treatment and outside referrals when appropriate.

c. Serves as a clinical resource to providers throughout the division.

d. Maintains clinical credentials and skills to function as a MD, DO or NP certified in family, pediatric or adult practice.

e. Cross trained for lab duties to include CLIA waived tests and phlebotomy.

f. Evaluates and responds to patient concerns and complaints.

10% - Health Information and Informatics

a. Responsible for maintaining a secure, efficient system of health information for individual patients.

b. Directs the deployment of a clinical information system and other information technology resources within medical services.

c. Responsible for the ongoing development of a fully electronic health record to include clinical, laboratory and pharmacy records.

d. Maintains a safe, secure health care environment, through appropriate infection control measures in compliance with Blood Borne Pathogen Standards.

15% - Quality

a. Ensures the SHC meets American College Health Association (ACHA) standards and Accreditation Association for Ambulatory Health Care (AAAHC) accreditation standards.

b. Develops and implements a quality improvement program that addresses clinical, administrative, cost-of-care and patient outcomes.

c. Plans and implements quality improvement activities, to include studies utilizing the quality improvement process evaluating clinical care, administrative processes, patient outcomes and cost of care issues.

d. Ensures an ongoing process for peer review.

e. Ensures staff maintain appropriate professional development activities, planning in-service meetings case reviews.

f. Is responsible for coordinating all clinical risk management activities including:

i. Identification of trends in clinical practice that may result in problems, concerns, or litigation.

ii. Implementation of measures to resolve problems or concerns.

iii. Re-evaluate problems or concerns to determine if corrective measures have sustained improvement.

g. Ensures patient rights are established and adhered to and satisfaction is evaluated annually.

h. Ensures lab compliance with CLIA regulations.

i. Ensures that the SHC pharmaceutical dispensary is managed in compliance with federal and state pharmacy regulations.

j. Ensures that clinical and facility emergency drills are conducted in compliance with AAAHC recommendations.

k. Conducts and maintains appropriate benchmarking studies.

l. Ensures annual evaluation of patient satisfaction.

m. Assures compliance with standards and requirements of accrediting organizations and governmental compliance.

5% - Other duties as assigned

Qualifications Required:

a. Demonstrated commitment to diversity and social justice.

b. MSN or DNP with Board Certification in Family or Adult Nurse Practitioner with valid WI RN, APNP licenses and DEA registration.

c. At least five years of experience as a clinician.

Preferred:

Management experience in a health care organization.

b. Experience in a student health care setting.

c. Experience in supervising healthcare staff.

d. Knowledge of local, state, and federal regulations including HIPPA and FERPA.

e. Experience with navigating the re-accreditation process with AAAHC or other similar accrediting body.

f. Experience with healthcare technology such as an electronic medical records database.
