The Community Workforce Development Department is seeking to create
a pool of qualified candidates to support multiple and varied
grant-funded initiatives located at the PCC Opportunity Centers in
Multnomah and Washington Counties. The Employment Specialist is
responsible for providing varied services in support of an assigned
program(s) whose ultimate goal is to provide training and
employment support to participants of various backgrounds and skill
levels. Employment Specialists are typically assigned to an area of
specialization within a total employment services program.
Specialization may include training clients in workforce skills,
job development, job referral, job placement, or employee

- Demonstrated knowledge of Workforce Development practices and
- Demonstrated knowledge and experience in career guidance and

approaches in coaching and case management.

Bachelor’s degree in Human Resource Management, Business
Administration, Social Science, Communications, or related field
(experience performing the duties of this job may substitute for
the degree requirement on a year-for-year basis).
Experience in case management in a social service or educational
setting ("Case Management" is work with students/clients over time
as they navigate a system. It includes individual guidance,
assessment, and reporting).
Demonstrated experience working with college students, clients who
have barriers in achieving self sufficiency, developmentally or
physically disabled adults, or at-risk populations.
Starting Salary Expectations
$50,200 to $53,777 (Step 3); based on qualifications,
experience, and internal equity.
Position Grade Salary Range
$50200 to $87046 Annual Salary

Working Conditions and Physical Requirements
Work is typically performed in an office environment. Incumbents
regularly drive to business sites which requires the use of a
personal vehicle. Occasional evening and weekend hours is
