Position Summary 

The Purchasing Specialist assists the Purchasing & Contracts Director with a variety of professional duties involved in the ethical procurement and contracting of materials, supplies, services and equipment for college departments and operations. Develops bid specifications, opens and awards bids, and drafts contracts. Performs a wide variety of responsible and complex administrative duties for the department. Provides information and assistance to all college departments regarding fiscal rules and procedures. Provides informal and formal solicitation and contract administration services in conformance with established College, State and Federal policies and procedures. The Purchasing Specialist assists in the management of College P-Card program, maintains surplus, disposition and asset management, and serves as primary related to materials handling duties including assisting shipping and receiving functions.    

Minimum Qualifications 

  • Bachelor’s Degree with a minimum of two years’ experience in purchasing function OR the equivalent combination of higher education and experience  
  • Specialized knowledge: Inventory management experience  
  • Detail-oriented with strong analytical and organizational skills  
  • Proficiency in business software is required.  
  • Good customer service skills   
  • Ability to work in a team environment  

Preferred Qualifications 

  • Demonstrated ability for strong organizational and communication skills  
  • Forklift experience  

Major Responsibilities 

  • Administer and coordinate procurement and contract functions to secure and maintain the commodities and services required by all College departments; expedite the delivery of purchased materials, make necessary adjustments with suppliers regarding replacements, incomplete orders or damages supplies.  
  • Receive, examine and process department requisitions and check requests; answer questions and provide information to College staff. Assure the College’s procurement and contracting process is conducted in accordance with all federal and state laws.  
  • Assist the Director in the management of the College p-card program including but not limited to; review and process p-card applications, maintain p-card databases, issue p-card and train employees in the College’s p-card policies and procedures.   
  • Assists with inspection of incoming items purchased on Purchase Orders and recording receipt of items them into ERP system.  
  • Maintains Surplus including re-issuing on campus and making available for public sale in accordance with College policies and procedures.  
  • Maintains the Capital Asset list annually. Works collaboratively with the Director to determine disposal of assets in compliance with College policy.  
  • Demonstrates a commitment to diversity, equity, inclusion, and student success, as well as working with broadly diverse communities  
  • Maintains knowledge and awareness of digital accessibility including the American with Disabilities Act and Section 508.  
  • Produces and remediates digitally accessible materials in accordance with FLC standards.  
  • Perform other duties as assigned

Compensation  

The salary range for this position is $44,000 to $47,000,  plus a comprehensive benefits package.
