Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Employment is contingent upon candidate passing a pre-employment physical exam with the ability to lift up in excess of 50 lbs.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the AVP of Student Success, the Director, Toro Guardian Scholar Program provides strategic planning direction, leadership for the campus to best serve former foster youth. This position will collaborate with other offices such as the University Housing, Financial Aid, Student Financial Services, Basic Needs Office, Dean of Students, SA Assessment Office, Foundation, and University Development to ensure success of former foster youth students at CSUDH. TGS provides direct support services to students throughout their time at CSUDH as well as prepare them post graduation transition. The Director and staff work collaboratively with agencies at city and county levels on a daily basis to facilitate funding and housing for former foster youth students.

The Director works collaboratively with University Development and Foundation to secure outside funding from private, non profit, and government agencies to support the needs of TGS students. This duty requires collection of data reporting, analysis and assessment regarding students served, their needs, and success as students. In addition, this position will provide leadership in the design of the program deliveries, assessment of student learning outcomes, overall program effectiveness. Lastly, the Director works with campus partners such as Advising units, Colleges, and faculty to provide education and training about foster youths, social services, and how to best serve former foster youths at a collegiate level.

Qualifications

Required Education & Experience: Master's Degree from an accredited university and five to eight years of professional related work. This should include two - five (2-5) years of experience in coordinating support program for former foster youths. Experience working with foster youths, government and community agencies that support foster youths and former foster youths
Experience working with university partners system wide specialized in supporting former foster youths

Required Knowledge, Skills and Abilities: Understanding of social services structure and system related to foster youth
Ability to provide leadership of a strategic nature designing and implementing the analysis, development and evaluation of a support program, process or projects with broad impact. General knowledge of and ability to apply effective program design to delivery services to former foster youths at a campus wide level. Demonstrated ability to lead and strategize with AVPs and VPs to design and implement strategic efforts to support effective decision making at the division and university level and may include Systemwide CSU.
Discretion to work with confidential data and maintain the confidentiality and data security of such data following federal, state, and institutional policies. Demonstrated strong verbal and written communications skills and effectiveness and comfort level with presentations to multiple levels of an organization. Demonstrated ability to collaborate with internal and external partners to secure funding or develop resources such as internships, scholarships, emergency housing placements, basic needs, and/or employment opportunities for former foster youths.

Preferred Qualifications: Experience with successful grant writing and securing outside funding to support former foster youths
Knowledge of social services system in the State of California

Responsibilities
30% Program Management Develop short and long term strategic direction for the program. Oversee workshop, event, and project development. Assessing local and national data relating to foster youths and former foster youths to guide service delivery and outcomes Develop program onboarding process for new hire and on going training for staff. Develop marketing and outreach strategies to encourage student engagement Provide general direction and supervision to all TGS program staff including two full-time social workers, four part-time staff, and student hourly. Provide campus/division updates to staff to facilitate programmatic changes and adjustments in line with the changes (i.e. providing strategies for supporting staff and student population during COVID-19 transition). Manage daily operation of the program including ensuring psychical and virtual space that are safe, welcoming, and conducive to types of services provide to students Manage program budget of six or more accounts including state account foundation accounts 25% Case Management & Student Advocacy Handle the most complex TGS student situations amongst program participants. Collaborate with key departments and community partners critical to the persistence of foster youth population. On campus partnerships for case management purposes include: Housing, Basic Needs, SdRC, Financial Aid, CARE team, Admissions and Student Conduct Off campus partnerships for case management purposes/supplemental student support include: Department of Children and Family Services, Independent Living Program and United Friends of the Children, John Burton Advocates for Youth Keep key campus departments up to date with foster youth related legislation (i.e. AB 1228 which mandates priority housing for foster youth). In addition to current caseload, meet with TGS senior student caseload in absence of Assistant Coordinator Essential Edit Remove 20% Grant Writing, Stwardship, and Donor Cultivation Author grant proposals to private donors to support TGS student basic needs, supplemental services, part-time positions, and staff training. Reassess grant agreements and propose changes to funders if needs change throughout the year. Submit quarterly, semester and annual grant reports including quantitative and qualitative data. Frequency of reports dependent on funder. Meet with donors to discuss program direction and opportunities for collaboration and increased donor involvement in programming. Work directly with Senior Director of Corporate and Foundation Relations to strategize current and future fundraising strategies for TGS program Manage budget from outside funding sources to ensure specific funding criteria are met, and provide accurate budget report to funders. 10% Training and Professional Development Collaborate with appropriate partners to design and facilitate a suitable training program for CSUDH community on how to best support former foster youths. Oversees the implementation process and assessment of training/professional development opportunities toward continuous improvement of all SA units pertaining to serving former foster youths Keep up to date current national trends and practices in the areas of student outcome assessments, student success, retention, and graduation of former foster youths 10% Campus Engagement & Community Engagement 10 Participate in campus committees such as: Basic Needs Committee, Transfer Learning Committee and First Gen Toros Committee Serve as campus Basic Needs Ambassador Develop and facilitate basic needs trainings for campus community Develop strategies to increase basic needs efforts on campus Participate in community committees such as: Southern California Higher Ed.
