Discipline Dean - Information Systems Technology

Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

POSITION SUMMARY:
The Discipline Dean provides direct services to students in the resolution of most academic issues and the completion of activities that support student success and progression to their educational goals. Reporting to the Special Assistant to the Vice President for Academic Affairs, the Discipline Dean has responsibilities within a pathway(s), as assigned by the Vice President of Academic Affairs, and works collaboratively across the College. The Discipline Dean also provides day-to-day support services to campus teaching faculty and staff to ensure operational effectiveness, and provides oversight of campus academic support services. To ensure student learning and success are promoted college-wide, the Discipline Dean provides college-wide oversight for assigned disciplines.

FUNCTIONAL RESPONSIBILITIES:

  • Academic Curriculum
    • In collaboration with faculty, the Pathway Dean, and Office of Academic Affairs, oversee the design and development of curricula, courses, syllabi and specifications for textbooks, materials, laboratory and technical resources, consistent with college policies and procedures.
    • At the discretion of Special Assistant, the Discipline Dean may assist in the coordination, observation and evaluation of dual enrollment offerings to ensure VCCS standards are achieved and maintained. This may involve frequent collaboration with the school system to ensure for open and effective communication and services.
    • Provide college-wide oversight for assigned discipline(s) as related to scheduling, student support, classroom supplies and materials, assessment, etc.
    • In collaboration with faculty, the Pathway Dean, and Office of Academic Affairs, oversee the evaluation of discipline courses for currency, relevancy, and effectiveness.
  • Academic Standards and Assessment
    • In collaboration with the Pathway Dean, and Office of Academic Affairs, communicate standards, goals, and definitions of learning outcomes and teaching requirements for the programs in the Career Pathway to ensure consistent delivery of quality instruction.
    • Work with faculty, division chairs, Institutional Effectiveness, Academic Affairs, and other appropriate stakeholders in the development and implementation of effective methods and tools for measuring learning outcomes and student success.
    • Review and evaluate learning results through outcomes assessment and student evaluation of instruction to ensure compliance with regional and specialized accreditation requirements.
  • Faculty and Staff Hiring, Supervision and Development
    • In coordination with the Special Assistant and Pathway Dean, manage the college-wide recruitment and selection of teaching faculty (full-time and adjunct) of assigned discipline(s) in accordance with the college’s policies and procedures; coordinate the search committee to recommend candidates for hiring as delineated in procedures.
    • Manage, supervise and evaluate assigned faculty and additional support personnel for assigned discipline(s) college-wide.
    • In collaboration with the Pathway Dean, recruit, select, and hire classified and wage staff, including alignment of released time responsibilities to the core academic functions. Provide supervision and evaluation of assigned staff.
    • Support campus faculty in developing and updating APPDPs and portfolios as needed.
    • In collaboration with the Pathway Dean, coordinate, execute and encourage participation of campus faculty in meaningful and engaging seminars, lectures, workshops, training, and other relevant opportunities.
    • In collaboration with discipline faculty, recommend academic preparation requirements for credentialing of teaching faculty within assigned discipline(s).
  • Academic Support
    • Ensure that appropriate academic support services at the campus are in place and are consistently and effectively applied. Coordinate academic support in areas such as placement testing preparation, writing labs, math labs, tutoring, etc.
    • Ensure academic policies and procedures are applied appropriately and any exceptions are granted and documented in a consistent manner (e.g., course substitutions, course waivers, requisite waivers, third time enrollment requests, course syllabi review).
    • Collaborate with Student Services personnel to ensure students are appropriately advised.
    • Review, research, respond, and resolve student concerns within the scope and purview of the position and refer student concerns to other College offices as appropriate.
    • Ensure the consistency and continuity of faculty advising within the Career Pathway college-wide.
  • Operational Oversight
    • In coordination with department chairs, support the Pathway Dean in developing and managing the academic delivery of instruction.
    • At the direction of the Special Assistant and in collaboration with the Pathway Dean, oversee the procurement of materials and supplies needed for efficient operations.
  • Budget Development and Oversight
    • Collaborating with the Special Assistant and department chairs analyze the resources needed to fulfill the academic obligations including development of cost-benefit analyses and forecasts of academic program demands in the assigned career pathway.
    • Monitor expenditures, assess fiscal trends, and work with the Special Assistant to take action to assure budget integrity.
  • Community Relationships and Partnerships
    • In coordination with the Special Assistant, establish and build relationships with employers, community agencies, educational institutions (e.g., K12, colleges and universities, VDOE, dual enrollment), program accrediting bodies, municipalities, and governmental and military organizations to foster job placements, to review and improve curricula, to create opportunities such as internships, and to enhance program accreditation standing and transfer opportunities. Coordinate these efforts with appropriate areas of the college, such as the Center for Military and Veterans Education and Workforce Solutions.
    • At the discretion of the Pathway Dean, assist with dual enrollment activities at the campus level, to include marketing, recruitment and partnering activities, and collaborate with the school system and college admissions to facilitate admissions, testing and enrollment activities.
  • Other duties and responsibilities as assigned.

  • Demonstrated understanding of and commitment to the comprehensive mission of community colleges.
  • Demonstrated knowledge of community college curricula, instructional practices, and learning outcomes in programs assigned to the Career Pathway.
  • Demonstrated ability to develop courses and curricula in response to identified needs.
  • Demonstrated ability to coordinate the development and scheduling of programs and courses based on a review of advisory committee input, college planning data, workforce development goals, and community and student demand.
  • Ability to coordinate instructional and service programs with other college departments, to be responsive to the needs of a diverse student population.
  • Proven ability to work as a team leader, appropriately exhibiting a positive attitude and sense of humor.
  • Ability to supervise and evaluate assigned staff while building a highly effective working team.
  • Excellent skills in oral and written communication.
  • Ability to interpret and apply college policies and procedures; ability to resolve issues, resulting in mutual respect and tolerance for varying points of view.
  • Knowledge of and ability to utilize administrative and instructional applications of information technology.
  • Demonstrated skill in managing budget, equipment, and other institutional resources.
  • Master’s degree required, preferably in a field related to one of the programs and disciplines in a Career Pathway, from a regionally accredited college or university.
  • Familiarity with regional accreditation standards as well as any applicable specialized accreditation, certification, and licensure requirements, with particular attention to their implications for identifying and assessing student learning outcomes.
  • Formal collegiate teaching experience required, with community college experience preferred. Supervisory experience in an academic setting preferred.
