Organizational Unit Overview

The Department of Public Health is dedicated to providing excellence in education, scholarship, and service in public health. The Department is home to MPH and DrPH programs that are nationally accredited by the Council on Education for Public Health. The Department includes three concentrations (Community Health and Health Behavior, Epidemiology, and Health Policy, Administration, and Leadership), two DrPH Programs (Environmental and Occupational Health and Health Policy, Administration, and Leadership) and two online certificate programs (Ethnic and Rural Health Disparities and Public Health Foundations and Practice).

The Department of Public Health’s vision is to be a national model for engaging with communities to address regional needs and rural health disparities. The mission of the Department of Public Health is to educate, conduct research, provide service, and advocate for improved health of communities emphasizing rural and disadvantaged regions.

The Department of Public Health attains its mission by reaching the following goals:

  • Provide an educational program for current and future public health professionals responsive to meeting needs in a changing environment, including skills to work in rural and disadvantaged communities.
  • Educate individuals to apply a collaborative approach of evidence-based prevention to address public health issues and manage programs in various settings.
  • Increase the quality and quantity of funded public health-related research, including translational research projects that address established regional priorities.
  • Advance the health of communities, particularly in ENC, through community engagement, leadership, advocacy and collaborative efforts with public health agencies and other entities.

About East Carolina University and the Brody School of Medicine:

The Department of Public Health is located within the Brody School of Medicine at East Carolina University, it is the 3rd largest public university in North Carolina, with approximately 27,400 students and over 5,000 faculty and staff. ECU combines the rich tradition of college life with the energy and innovation of a doctoral research university. This combination allows students and faculty to enjoy the benefits and resources of a large research university in an atmosphere more typical of a smaller college. The University is located approximately 85 miles east of Raleigh, the capital city of North Carolina, and approximately 87 miles west of the Atlantic Ocean. The Brody School of Medicine is part of a vibrant health sciences campus that includes training programs in dentistry, nursing, and many other health careers.

Job Duties              

The Department Chair duties include the following:

  • Provide leadership and direction for the Department’s formal academic program and curricular design;
  • Provide leadership and direction for the Department’s research priorities and initiatives;
  • Contribute to the Departmental teaching and research mission;
  • Assure compliance with curricular policy and accreditation standards for the Department’s education programs;
  • Serve as a source of information regarding national trends in public health education relevant to the Department’s discipline(s);
  • Evaluate each faculty member annually on their teaching, research, and service contributions towards the Department’s mission and goals;
  • Assure Departmental staff are evaluated annually in a fair, objective, accurate and constructive manner according to applicable ECU and BSOM policies and practices;
  • Lead efforts to recruit and retain highly qualified faculty and staff into the Department to support the Department’s and School’s efforts to meet their missions;
  • Assign responsibilities and resources within the Department to support the growth and welfare of faculty and staff individually and collectively;
  • Facilitate faculty development and mentoring (both junior and senior faculty) and support professional growth;
  • Develop appropriate ways to recognize accomplishments of faculty, staff, and students.
  • Facilitate an environment promoting rigorous scientific research by faculty and staff of the Department;
  • Assure adherence to internal and external regulatory requirements;
  • Oversee grant administrative staff and monitors the flow of intramural and extramural funds expended for research in the Department, including indirect cost recovery funds and the use of the Basic Science Faculty Compensation Plan.
  • Lead budget planning for the department for all sources of funding applicable to the Department, and assures that staffing and funding are appropriate for mission requirements;
  • Lead Departmental planning initiatives and participates in continuing efforts to link/integrate the Department initiatives with both the School’s and the University’s Strategic Plans;
  • Ensure Department compliance with BSOM and ECU’s policies and procedures and oversees the management of Department operations;
  • Lead Departmental philanthropic funding efforts;
  • Facilitate collaborative and collegial relationships with all other department chairs to achieve the School and Department’s goals.
  • Attend meetings and represents the School at internal and external meetings at the request of the Dean;
  • Fulfill or responds to requested assignments by the Dean essential for the School.
  • This position reports directly to the Dean of the Brody School of Medicine and works alongside the other administrative leaders. The Chair interacts frequently with other ECU and community officials.

 

 

Minimum Education/Experience          

  • Demonstrated leadership and supervisory experience in a public health setting;
  • Doctoral degree in a public health discipline; Doctoral degree in health sciences discipline with MPH degree; or Doctoral degree with extensive experience in public health.
  • Demonstrated experience in mentoring junior and tenured faculty.
  • Recognized by peers as a scholar at the regional, state and/or national level exhibited by strong history of grant funding and publications.
  • Demonstrated ability to manage staff and budgets, work effectively with students, faculty and university administrators within an academic setting.
  • Demonstrated success over a sustained time in teaching, research, and professional service careers.
  • Demonstrated experience working directly with senior administration in a public health, population health and/or medical setting.
  • Demonstrated outstanding interpersonal skills with excellent verbal and written communication skills and a record of building consensus in an academic setting.
