Summary of Job Duties and Responsibilities:
To provide a Business Manager for the Department for Facilities Management. Responsible for relating Murray State University financial operations to the most efficient and cost effective services by the department, producing and analyzing data about department operations and advising on the distribution of available resources. To assist the unit leadership in the fiscal management and administrative operations of the department. This includes, but is not limited to, the department's day-to-day record keeping, financial planning related to capital renewal and replacement projects, deferred maintenance and renovation, maintaining real properties inventories and reporting, and the day-to-day supervision of the administrative support section of the Department for Facilities Management including the business operations, administrative support staff, transportation and warehouse operations.

  •  Reports directly to the Director of Facilities Management.
  •  Manages staff operations within the Business Office, which include: Facilities Management HelpDesk, Accounts Payable, Warehouse Operations and Transportation.
  •  Monitors the performance of the departmental administrative areas, which includes making assignments, establishing deadlines and setting priorities.
  •  Manages all moving parts and procedures within the IWMS system (AiM) in conjunction with Information Systems. Ensures the system is functioning operationally and technically.
  •  Responsible for overseeing all departmental accounting and financial procedures, budget management, and tracking of resources. Provides technical direction and guidance for all departmental cost accounting and financial management functions regardless of organizational lines.
  •  Provides an internal control function for the department, assuring that all university required procedures for timekeeping, control of financial resources, records and accountability are being met. Required controls are set forth in the University's policies and procedures.
  •  Develops and disperses directives, guidance and information to the appropriate departmental staff member to assist in division budget preparation.
  •  Develops ongoing budget performance reports and analysis providing financial guidance and recommendations to the department head and unit leaders.
  •  Assists in planning for capital improvements projects, coordinates and prepares requests for projects and related fiscal procedures.
  • Assists in maintaining land inventory, assignable square feet and prepares data for acquisitions as well as condition reports of all buildings.
  • Assists with maintaining annual reports for land, building, room data, and space utilization.
  • Assists in property acquisition and building disposal, including updates to State Inventory System and Department of Insurance.
  •  Participates in the completion of the Six Year Capital Plan for review and submittal to various state agencies.
  •  Prepares documentation to establish project finances and prepares document(s) to close project accounts.
  •  Prepares routine and ad-hoc reports as required.
  •  Edits project accounting summary (follows up account closings).
  •  Provides information to and works with the Accounting and Financial Services Department in order to maintain accurate accounting records for all Facilities Management projects.
  •  Performs other duties as assigned by supervisor.

Minimum Education Requirements:
  • Bachelor's degree in a related field required.

Minimum Experience and Skill Requirements:    
  • Minimum of 5 years of experience in financial management/planning and personnel management in a public or private business office.
  • Budget management experience across multiple areas.

Preferred Education and/or Experience Qualifications:
  • Bachelor's degree or higher in Accounting or related field.
  • Budget management experience in University Facilities or similar unit with multimillion-dollar budgets.
  • Significant experience with Banner or a similar Enterprise Resource Planning (ERP) system.
