Position Overview

The Civil Rights Investigator conducts impartial investigations of equal opportunity-related issues. They will adhere to and exceed regulatory requirements, including Title VI, Title VII, ADA, OFCCP mandates and other federal and / or state civil rights laws. The Investigator will join the Office of Institutional Equity, Effectiveness & Success (IES) in fulfilling the university’s commitment to diversity, equity, and inclusion, and to actualizing these values. The role reports to the Director of AAP/EO. Primary Responsibilities:
  • Conduct all aspects of investigations, as assigned by the Director. Duties include, but are not limited to intake processing, evidence gathering, interviews, hearings, document preparation, and appropriate follow up.
  • Effectively interface with students, faculty, staff, administrators and community members.
  • Prepare progress updates, reports, and compliance-related documentation.
  • May assist in developing and providing training materials, data tracking and other university reporting mandates.
  • Complete other assigned duties to support the investigation function and team within IES.
  • Ensure cases progress in a timely manner.
  • Follow internal processes and procedures to ensure compliance and equity in dealing with complaints and reports.
  • Provide training on Equal Employment Opportunity, civil rights and non-discrimination laws and regulations.
  • Assist with the development and adaptation of investigative protocols.
  • Ensure compliance with legal and institutional requirements, including those initiated by the state, federal, and accreditation policymakers.
  • Collaborate with university partners and stakeholders to increase civil rights and non-discrimination awareness.
  • As necessary, recommend and develop new processes, and policies.
Required qualifications:
  • Experience conducting investigations in at least one job-relevant area.
  • Knowledge of laws and regulations surrounding Titles VI, VII and ADA related legislation.
  • Organization, planning, analytic and problem resolution abilities.
  • Excellent interpersonal skills.
  • The ability to remain neutral and maintain confidentiality regarding sensitive information.
  • Ability to prioritize and manage a busy caseload to meet sensitive deadlines.
  • A bachelor’s degree.
  • Ability to work successfully in both an in-person and remote environment.
  • Strong oral and written communication
  • Experience working in and fostering a diverse faculty, staff, and student environment and a commitment to doing so at VCU.
Preferred Qualifications:
  • A JD or Masters degree in a related field.
  • Investigation training and certification.
  • Experience working for a university or government/law enforcement agency.
  • Knowledge of complexities surrounding employment law, discrimination, harassment and retaliation.
  • Familiarity with applicable investigation models.
  • Experience using a case tracking/management database.

Salary Range: $60,000 – 65,000
