Job Summary

The Executive Director of Public Safety ( EDPS ) is responsible for planning, organizing, implementing, managing, and directing public safety operations and initiatives of Elmhurst University. With a particular emphasis on customer service and campus partnership, the EDPS is also responsible for providing a safe and secure environment for all students, faculty, staff, visitors, and assets at the University; ensuring the department plays a critical role in emergency preparedness, response and recovery; and enforcing all state and local laws and regulations.

Essential Functions
  • Leads and manages the University public safety function, which is a 24/7/365 operation.
  • Represents Elmhurst University in the most positive manner with prospective, former and current students, staff, faculty, clients, vendors and the community we serve.
  • Interacts effectively, fairly and respectfully with a diverse group of faculty, staff, students and other individuals on campus.
  • Ensures adherence to Federal and State campus security and crime reporting law, and serves as the University’s Clery Compliance Officer.
  • Promotes student-focused safety and security programs, including thoughtful interventions which cultivate campus community safety and student development, ultimately encouraging student success.
  • Fosters excellent working relationships with students, faculty, staff and external customers/constituents.
  • Develops and implements comprehensive public safety programs, policies, and procedures.
  • Assists with managing and administering the departmental budget.
  • Continuously improves the department services to meet or exceed internal and external customer expectations.
  • Mentors and develops department staff to promote exceptional performance, personal growth and career progression.
  • Collaborates with emergency management staff on risk management guidance to senior leadership on matters which may pose a risk to student safety, safety of other members of the campus community and guests, or which may expose the University to liability.
  • Partners on the development, coordination and implementation of the comprehensive emergency management plan, coordinated with local authorities, to ensure appropriate response to the full spectrum of potential incidents and emergencies on campus.
  • Responsible for the management and oversight of all security systems, including electronic access control, physical key systems, alarm and video security systems.
  • Serves on, chairs or co-chairs various University teams and committees, including the Campus Emergency Action Team ( CEAT ), Threat Assessment Team ( TAT ), Crisis Response Team ( CRT ), CARE Team, Title IX Team, and others as appropriate.
  • Maintains on-call status for incidents and emergencies affecting the campus community.
  • Manages campus and remote parking locations, associated traffic concerns and event traffic control.
  • Demonstrates a strong commitment to continuous improvement to safety and security of campus and campus-related sites and activities.

Other Duties and Responsibilities
  • Perform other duties as assigned.
Minimum Qualifications
  • BA/BS in a relevant discipline, with a Master’s degree strongly preferred.
  • Relevant professional certification ( CPP, law enforcement, etc.).
  • Minimum of 3 years of experience in a director-level or comparable leadership role in a security or public safety department, with strong preference given to those with experience in higher education.
  • Personal and professional commitment to diversity in the workplace, actively participating, supporting, and/or sponsoring programs that increase diversity, equity and inclusion initiatives, including an established history of building diverse teams, demonstrating equitable practices among staff and customers, and a commitment to providing inclusion practices in building collaborative approaches within the workplace.
  • Experienced in leading multiple individual work units (patrol, dispatch, support and administrative groups) in accomplishing goals and objectives in an efficient and comprehensive manner.
  • Demonstrated ability to provide vision, motivation, direction, effective communication, and exemplary leadership to a team of individuals to accomplish the mission.
  • Demonstrated knowledge of legislative mandates, practices, policies and procedures impacting campus safety and security, including the Clery Act, Title IX, FERPA, HIPAA and others.
  • Membership and involvement in relevant professional associations.
  • Strong written and verbal communication skills, and the ability to communicate with the numerous constituencies of the University.
  • Ability to pass a criminal background screening process.
  • Valid driver’s license and acceptable driving record which meets the standards for use of University vehicles.
  • Ability to build and maintain relationships quickly across different departments.
  • Calm and steady approach to management and leadership.

  • Ability to effectively foster change within complex organizations, while building and maintaining collaborative partnerships.
  • Strong track record of forging effective and enduring collaborations with a wide variety of constituencies.

Working Conditions/Physical Requirements

Though this is primarily an indoor position, the employee is subject to indoor and outdoor work, at times protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly in order to lift, carry, push, pull or otherwise move object(s).
