General summary/purpose:

Sr. Program Officer will work in close collaboration with the Sr. Program Manager to support the Indonesia country portfolio. Responsibilities include ensuring that good project management practices and tools are being used to stay on scope, schedule, budget for the countries supported.

SPO will also support quality improvement and assurance initiatives in the region and support countries in the region to win new business. He/she will oversee and represent the organization in all aspects of the program in coordination with project leaders. Ensuring integrity of design and implementation of program, achievement of project objectives, and deliverables. The Senior Program Officer is responsible for managing relationships with subrecipients and the donor as needed by the country team.

Specific duties & responsibilities:

LEADS & PROPOSALS:

  • Serve as program lead for new proposal development for the country as needed including providing budget inputs, conducting budget reviews, and developing management plans and support
  • Develop concept notes and respond to donor requests for additional funding under project

IMPLEMENTATION & CONTROL:

  • Support the country teams with workplanning, including design workshops, gathering technical inputs and writing the workplan, as needed.
  • Liaise with GPO POs and country office PMs to plan for and monitor project scope, track and manage project management standards, and troubleshoot issues and delays
  • Have a good understanding of all technical aspects of the project in order to coordinate effectively to meeting project goals and objectives
  • Review and escalate quality concerns (technical, project management, financial management, compliance)
  • Ensure knowledge management is maintained for country offices
  • Ensure projects remain on scope, on budget and schedule.
  • Coordinate with partners closely as needed and monitor progress, working in close coordination with country teams.
  • Monitor finances and compliance with Finance Manager
  • Coordinate development and submission of donor deliverables ensuring the highest quality (reporting, continuing applications, etc.)
  • Monitor country office operations to proactively manage fixed costs
  • Proactively identify and share risks with SPM and GPO management

CROSS-CUTTING INTERNAL:

  • Present project achievements, management, and financial information through the Portfolio review
  • Report out internally on project accomplishments
  • Ensure teams are complying with PM@Jhpiego (Jhpiego’s internal project management curricula requirements

Minimum qualifications (mandatory):

  • MPH or relevant experience
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro, or will be within 60 days of hire
  • 7 years related experience preferred, such as experience as a program officer, senior program coordinator, or other work as relevant to the position (e.g., developing or implementing programs, working in health/development sector, overseas experience, working in business development, grants management, working with donor or multilateral agencies, etc.)
  • Experience with Office 365
  • Travel: Ability to travel 30%
  • Knowledge of USG rules and regulations preferred

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
