Associate Vice Chancellor of Institutional Resource Development

City Colleges of Chicago (CCC), the largest community college system in Illinois, is made up of seven colleges and five satellite sites, providing more than 70,000 students each year access to a quality, affordable education.

Reporting to the Chief of Staff and Strategy, the Associate Vice Chancellor (AVC) of Institutional Resource Development provides leadership for the development and administration of awarded grants in support of CCC’s mission and district-wide and college-level strategic priorities.

The AVC-Institutional Resource Development leads the District’s grant pre-award planning, award implementation and post-award implementation with key accountabilities to:
  • strengthen CCC’s grants management capacity and increase public grant revenue awarded to CCC
  • support CCC’s public and private fundraising efforts
  • advance the CCC mission and goals of “Our Path Forward” Strategic Framework and college plans
Supervises a team of grant professionals charged with the management of the full lifecycle of grants and functions as the operational grant management partner to CCC’s Foundation, working in close partnership with the City Colleges of Chicago Foundation President.

Since FY19, CCC has been doubling the total amount both public and private grants and scholarships awarded annually. In FY21, CCCF raised over $16.5M in private gifts, scholarships, and grants and CCC raised over $18.5M in competitive federal, state, and local grants.

Your Responsibilities
  • Manages the selection and implementation of a new grants management system.
  • Provides support and training to grant stakeholders on new grants management system, designed to improve efficiency and effectiveness of grants management functions.
  • Coordinates, manages, and leads large, competitive public grant opportunities.
  • Partners with CCC Foundation to create and execute on a shared vision for advancement.
  • Provides regular grant performance and progress-to-goal reports to CCC leadership.
  • Maintain working knowledge of CCC and individual college strategic priorities, innovative public funding opportunities and significant developments and trends in higher education.
  • Works across departments to meet the needs and requirements of multiple stakeholders, including funding agencies, the CCC Foundation, Grants Accounting, business managers, and Principal Investigators across the district.
  • Collaborates with grants professionals across the district to strengthen CCC’s grants management infrastructure in support of a user-friendly, compliant, and efficient grants lifecycle.
  • Facilitates college development councils grants strategy and planning.
  • Recommends additional system and process improvements.
  • Oversees all aspects of the pre- and post-award processes for all public grant opportunities, including:
    • Identification and research of federal, state, and private grant opportunities that align and support CCC’s mission and strategic priorities.
    • Communication of public funding opportunities with college and district office teams.
    • Guidance to principal investigators pursuing grant opportunities and on fiscal, programmatic, and reporting requirements of each funding source.
    • Centralized repository of public grant opportunities, ensuring timely submission of high-quality letters of inquiry and proposals.
    • Centralized repository of all awarded grants, including a reporting and tracking system to support principal investigators in their successful and compliant execution of grant agreements, budgets, and close-outs.
  • Identifies high-risk issues related to the work; provides opportunities for appropriate resolution and monitoring.
  • Reviews incoming award terms, flags and addresses unusual circumstances internally and externally, maintaining fair but firm positions to obtain optimum conditions for CCC & PI.
  • Works with legal team to accept and manage contracts.
  • Writes, reviews, and edits letters of intent, grant proposals, and reports, as needed.
  • Oversees coordination of grant writing assignments with grant writers, including those on contract for both public and private grants.
  • Leads related projects as assigned by Chief of Strategy and Staff.
Your Qualifications
  • Master’s degree from an accredited college or university.
  • Seven years of program, grant or project administration/management work experience
  • Five years of leadership and team management experience
  • Demonstrated work experience in securing and managing grants from federal, non-profit and private foundations highly desirable
  • Experience working in public sector or higher education preferred
  • Experience leading collaborative fundraising and development initiatives preferred
  • Excellent interpersonal, verbal and written communication skills
  • Strong analytical and problem-solving skills
  • Demonstrated success with project management and implementation of systems and processes.
  • Knowledge of grant life cycle including proposal development and submission process, post-award process, and contract and regulatory compliance preferred
  • Knowledge of effective grant writing and research processes preferred
  • Knowledge of best practices in areas of prospect research, development and advancement preferred
  • Ability to work within a culturally diverse environment
  • Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint)
