General summary/purpose:

Sr. Finance Manager (Francophone) will provide leadership in overseeing the financial and contractual aspects of Jhpiego’s global programs finance unit for the Francophone portfolio. This includes support during the full life cycle of an assigned programs for various countries including but not limited to: proposals, start-up, implementation financial monitoring and management, close-out and other cross-cutting functions such as auditing and financial reporting. The Sr. Finance Manager (Francophone) is part of the Program Finance Unit Management Team working closely with the Sr. Director of the Global Programs Finance Unit, Program Staff, and Jhpiego’s Country offices to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. This includes ensuring financial systems and reports are compatible with standard Jhpiego accounting practices and follow donor rules and regulations.

The Sr. Finance Manager provides financial guidance to the GPO Management Team, Jhpiego’s Program Managers, Country Directors, and agencies external to Jhpiego, particularly partner organizations. The SFM must work closely with both the Global Programs Finance Unit’s leadership to ensure that resources are appropriately allocated and tracked (including earmarks) and that expenditures are in line with available funding. The SFM must also provide capacity building, coaching and mentoring of junior finance staff at HQ and in-country and local partners by developing learning activities and materials to support capacity building. Contribute to staff orientation and technical updates to ensure staff possess excellent knowledge of technical area and approaches.

Specific duties & responsibilities:

  • Provide input on proposal budget costs based on analyses of new and existing country implementation costs
  • Review NPD budgets and budget notes to ensure adequate financial structure and LOE appropriate for the planned SOW
  • Review and comment on new award documentation before signing for feasibility from a financial perspective
  • Participate in NPD handover meetings; review new awards and highlight items for project staff and in-country staff
  • Review start-up plan and develop start-up budget (for HQ and in-country)
  • Lead finance-specific tasks, including developing training and orientation materials for in-country finance staff
  • Mentor junior finance staff
  • Travel to countries to conduct trainings, orientation, short-term technical assistance (STTA), audit support and QuickBooks set up
  • Participate in project close out meetings
  • Conduct all close out activities assigned
  • Serve as escalation point for financial issues in Francophone portfolio
  • Prepare funder and portfolio level financial reports accurately and on time
  • Respond to internal and external audit requests
  • Develop work plan budgets and modifications
  • Reports - maintain a schedule of routine and ad hoc financial reports and analysis for donors
  • Analysis - perform pipeline analysis and reporting
  • Participate in sub-recipient assessments and monitoring in-country and conduct trainings as needed
  • Lead compliance trainings for US and country staff
  • Participate in auditor selection, review documents for accuracy, prepare management responses for review
  • Maintain Compliance and track statutory requirements
  • Manage all SAP- related activities as required
  • Ensure accurate entry into BOARD budgeting tool
  • Develop budget for activities as needed
  • Travel to assist country teams with close-out in country
  • Conduct analysis of activity costs, unit costs, modelling of scenarios
  • When detected, recommend improvements to global financial policies and procedures
  • Supervise and mentor Financial Managers
  • Provide regional or global analysis or other duties as assigned
  • Travel to countries in the region to conduct trainings, orientation, short-term technical assistance (STTA), audit support, and QuickBooks setup
  • Perform ad hoc financial analyses for senior management

Minimum qualifications (mandatory):

  • Fluent French language skills
  • BA in finance, accounting or related field required; Advanced degree in business, finance or a related field preferred
  • Extensive financial or cost management experience
  • 7 years’ progressively more responsible finance management experience in international development program operations required; 10 years’ experience preferred
  • Prior supervisory, coaching and training experience
  • Field experience especially in developing countries preferred
  • In depth knowledge of USAID, CDC and other international donor agencies
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
  • Sub-contract and sub-agreement financial management experience
  • Experience developing finance and accounting policies, procedures and systems
  • Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Excellent general management skills particularly in facilitation, team building and coordination
  • Effective communicator with ability to communicate organization’s direction and ability to motivate others with strong, honest leadership
  • Strong problem-solving skills
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
  • Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
  • In depth knowledge financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages
  • Ability to travel internationally, particularly to low-resource settings, to provide training, audit support, etc.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
