TITLE: Chief Information Officer (CIO) FLSA STATUS: Exempt DEPARTMENT: Information Technology REPORTS TO: Vice President for Finance and Administration   PRIMARY PURPOSE/ POSITION SUMMARY:   The CIO provides overall vision and leadership for the University’s Information Technology (IT) division.  This includes overseeing the maintenance, operation, and security of the University’s academic services and enterprise information systems, Support Center, classroom technologies, web presence, web-based applications, learning management system, and administrative applications.  In addition, the CIO acts as liaison between University audiences and IT to design, direct and implement plans that improve business processes that are collaboratively created by departments and IT, and serves as primary support for technology training and development across the University.  The CIO will serve as a member of the President’s Cabinet.             EXPECTATIONS FOR ALL DOMINICAN EMPLOYEES:   As a diverse, Catholic, Hispanic-Serving Institution (HSI), we center access, belonging, and equity-minded perspectives.   • Strategically manage and direct all IT programs, services and policies for the University.
  • Develop and maintain continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work both independently and cooperatively to provide quality service.
  • Lead the prioritization of information technology projects and investments, contributing to the development of multi-year operating and capital budget projections from a current annual baseline of approximately $3.5M.
  • Manage, supervise, and mentor professional IT staff to promote the achievement of organizational and University goals and to contribute to employees’ professional development.
  • Provide regular status reports to the Vice President of Finance and Administration and bi-weekly status reports as a member of the President’s Cabinet.
  Enterprise Systems
  • Oversee the selection, implementation, development and operation of enterprise information systems.
  • Provide leadership for enterprise applications by identifying new technologies and methodologies for information systems, and by leading the University community in utilizing best practices for selected technologies.
  • Coordinate and direct resources, related procurement functions, personnel and communication to meet University technology needs and assure operational and efficient activities.
  Learning Technologies
  • Partner with University leadership to develop a strategic plan to support online and distance education in a post-pandemic environment.
  • Maintain and enhance an integrated set of educational technology platforms (learning management system, enterprise video platform, web conferencing, etc.) to support on-campus, hybrid, and online instruction.
  • Work in partnership with the University’s Center for Teaching and Learning Excellence (CTLE) to enrich the relationship between technology and pedagogy and to advance the adoption of new technologies in the classroom.
  • Coordinate the deployment and maintenance of computers, network and multimedia technology systems, and related hardware and software in the classrooms and labs.
  Governance and Policy
  • Establish, implement and oversee standards and procedures for enterprise applications, including operational procedures; development of University best practices; information security design and procedures; configuration and change management; contingency planning and disaster recovery procedures; and quality assurance.
  • Provide leadership in project management and change management, conduct user interviews, document business requirements, manage change control, and provide guidance to users on effective and efficient approaches to achieve project objectives.
  Web Services
  • Expand the Dominican online environment for greater use and integration with mobile applications and social media.
  • Collaborate with the Office of Marketing & Communications and other clients to design, implement, maintain and enhance a holistic and unified University web presence.
  Support Services
  • Direct the operations and outcomes of the University Support Center.
  • Develop a comprehensive training and development plan that increases technical competencies across the University.
  Community & DEI Engagement
  • Identify technology inequities in the student population and leverage partnerships and internal resources to help close gaps.
  • Address inequities by offering access to technology services, applications, and/or technical expertise.
  Infrastructure Support
  • Manage implementation of IT initiatives, including but not limited to, migration from legacy systems, new software and hardware applications, integration projects, and other change management projects.
  Performs other duties as assigned.     QUALIFICATIONS:   Knowledge, Skills and Abilities required:

  Education and Experience (required unless otherwise stated):
  • Bachelor's Degree required.  Master’s preferred. 
  • 10+ years of experience and increasing responsibility in a medium to large sized organization.
  • Experience in managing staff and providing collaborative customer service. 
  • Experience implementing, upgrading, and managing enterprise wide solutions, ERP platforms, and learning platforms, particularly in an education or similar industry setting, preferred.
  • Specific experience with Jenzabar, Canvas, and/or Slate preferred. 
  • Experience negotiating contract terms preferred.
