About the Position:
The Contracts and Procurement department provides the campus community with cost efficient and effective handling of acquisitions and contracting needs in accordance with State laws and CSU policies. We are seeking an exceptional individual to join our team as the Associate Director, Contracts and Procurement. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Reporting to the Senior Director of Contracts and Procurement, the Associate Director of Contracts and Procurement oversees over $150 Million annual contracts and procurement expenditures for construction, equipment, supplies and services. Applying professional knowledge and expertise, the Associate Director ensures comprehensive purchasing and contract support to the campus community by leading and directing the activities of the department. Oversees daily contracts and procurement operations in accordance with State, CSU, and University guidelines. Manages the daily activities of the capital projects and construction contracts. Manages the daily asset management operations for identification, tagging, recoding, managing inventory and disposition of equipment in accordance with the CSU requirements. Manages the e-Business Program including the PCard and Office Supplies program per policy, including managing daily issues, monthly reconciliation, and interfacing with financial institution and accounting. Provides input during the development of strategic plans and critical leadership in the implementation of campus-wide supply chain strategies/tactics, new purchasing techniques, and updated technology initiatives. Manages supplier performance and ensure departmental goals are met.

Additionally, the Associate Director will provide leadership, oversight, and manages staff development to a group of diverse employees and student assistants. The incumbent promotes an inclusive environment of teamwork and will lead the team to ensure diversity, equity and inclusion is incorporated in department operations, programs and services. Also promotes professionalism within the organization and when interacting with campus community, external suppliers and business partners.

Provides departmental leadership when Senior Director is out of office and assistance with monitoring the budget. Will serve as a representative of Contracts and Procurement on various committees and workgroups, as needed. Other duties as assigned.

Essential Qualifications:
Bachelor’s degree from an accredited four-year college or university or combination of education and experience to perform the required functions of the position. Minimum of five years of experience in a public purchasing or contracting operation in a management level position. Comprehensive knowledge of contracting, public works, and managing major, multi-million dollar agreements. Demonstrated experience negotiating and bidding complex contracts, leases, and agreements for goods and services. Ability to learn, independently interpret, and apply a wide variety of complex rules and regulations. Ability to evaluate functions, recommend measures to improve operations, and integrate procurement processes with IT solutions to automate purchasing functions into standard business practices. Knowledge/exposure to asset management operations (and/or warehousing/receiving) and company PCard operations.

Leadership skills with the ability to lead a team and promote Diversity, Equity, and Inclusion in department operations, programs and services. Ability to plan, organize, and provide direction for a large scale, high volume public contracting program. Experience applying supervisory principles and practices. Ability to evaluate and interpret a variety of specifications, proposals, contracts, and bids for adherence to appropriate technical, legal, and functional requirements as well as assess risk and liability involved. Excellent verbal, written, and interpersonal communication skills. Flexibility in handling changing circumstances and priorities. Ability to develop and maintain effective working relationships. Creative, resourceful thinker and organized planner. Strong customer service orientation to internal and external customers, with the ability to build consensus across stakeholder groups.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications:
Masters Degree from an accredited college or university. CSU experience in Procurement or Contracts. 10 years of experience in Procurement or Contracts. Experience with PCard and Asset Management programs.
