DISTINGUISHING FEATURES OF THE CLASS:

The Vice President of Human Resources, Equity, and Inclusion (VPHREI) is responsible for building and maintaining a high performing human resources department that supports the educational mission of SUNY Erie Community College consistent with the strategic plan. The VPHREI reports to the Executive Vice President of Administration and Finance. The VPHREI serves as the strategic human resources advisor and plans, manages, and administers all human resources functions. The VPHREI will coordinate as needed with the President, Board of Trustees, college staff, departments, and external agencies to ensure compliance with applicable local, state, and federal laws and regulations. Supervision is exercised over a number of professional and clerical staff. The VPHREI will perform any related work as needed.

 

TYPICAL WORK ACTIVITIES:

  • Supervises the operations of the Human Resources Department, including employee relations, compensation plans, payroll, retirement, benefits, safety, recruitment, employee professional development, performance management, labor management, and diversity;
  • Sets Human Resources team objectives and ensures they are aligned with department priorities and the College’s strategic goals;
  • Ensure job descriptions for all positions are up to date and necessary County and/or SUNY approvals have been acquired;
  • Collaborates with Senior Executive staff and President to implement the strategic plan as related to Human Resources goals and objectives, including facilitation of organizational and behavioral change;
  • Develops compensation and classification plans and fringe benefit administration for current and proposed positions at the College;
  • Oversees and monitors processes for worker’s compensation, disability, leave, workplace accommodation, and health and safety issues;
  • Administers a comprehensive system of employee service records and other related personnel records;
  • Responsible for direction of the College’s Office of Equity and Diversity to further the mission of that office
  • Recommends, establishes, and updates college employment policies and ensures they are in accordance with applicable Erie County, New York State, and Federal laws and regulations;
  • Assists in the development of the annual budget for the College, with specific responsibility for the personnel budget;
  • Monitors recruitment activities to ensure candidate qualifications meet the standards prescribed on job descriptions according to NYS Civil Service Law and that established recruitment policies are adhered to;
  • Acts as chief personnel officer to the College and as a liaison to the Erie County Commissioner of Personnel and other agencies as required;
  • Advises, supports, and provides training to department managers and team members on sensitive personnel issues such as coaching, counseling, restructuring, terminations, transfers/promotions, and other personnel management matters;
  • Manages and provides support for the organizational performance review process, including performance trends
  • Serves as the College’s Records Management and Freedom of Information Law Officer;
  • Organizes and formulates agenda items as management’s representative to the College’s four Labor Management Committees;
  • Represents management in matters of concern to employee organizations including resolution of problems, grievances, arbitrations, collective bargaining, and contract revisions;
  • Participates in College Wide committees and represents the College on the Labor Management Healthcare Fund Board.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to work independently at a senior level, and to identify, define, and solve problems, set priorities, and implement solutions effectively with minimal direction or guidance;
  • Strong analytical, critical thinking, negotiation, influence, and strategic decision‐making skills;
  • Ability to maintain confidentiality and perform job functions with tact and diplomacy;
  • Ability to advise and implement organizational change. Demonstrated experience in the development and execution of organizational objectives;
  • Ability to work with department leadership to define talent development strategies appropriate for their department and staff members; Demonstrated experience identifying areas of organizational risk (low performance, dysfunction, understaffed departments, career paths, etc.) and acting proactively to mitigate that risk;
  • Outstanding oral and written communication skills; ability to prepare clear and concise reports, incorporating quantitative data and analysis; ability to deliver presentations or training to any audience, including senior leadership and faculty; ability to be a team player and willingness to take initiative; ability to adapt communication style for varying audiences;
  • Ability to manage and develop others successfully, including setting goals, managing performance, and providing training and development opportunities;
  • Demonstrated experience with human resources information systems; ability to use technology creatively to achieve efficiencies; Ability to refine and create best practices in all Human Resources functional areas;
  • Ability to manage multiple tasks and work well under pressure with varying time constraints; excellent organizational skills;
  • Ability to put own thoughts/opinions/ideas aside and draw out the ideas of others;
  • Demonstrated experience working in a Union environment with preference given to public sector union experience;
  • Ability to evaluate and foster employee engagement and develop/implement strategies to improve employee morale;
  • Physically capable of performing the essential functions of the position with or without reasonable accommodation.

 

MINIMUM QUALIFICATIONS:

Minimum of a Master’s degree in Human Resources, Business Administration, Personnel Administration, Public Administration or closely related field; and Minimum of six (6) years of progressively responsible administrative experience in personnel administration, Human Resources, or employee relations at a public sector employer, public sector employer, or institution of higher education.

 

PREFERRED QUALIFICATIONS:

SPHR or PHR certification; Experience in public sector employee/labor relations.

 

ANNUAL SALARY: $105,000
