We are seeking aGrants & Contracts Analyst who will work in the Office of Research and will join a growing team of high-level professionals who provide dedicated support to select Bloomberg Distinguished Professors (BDPs) with their diverse portfolios. This position will support an existing BDP and a new phase of the program called BDP Clusters. In particular, you will support 1-2 clusters, each composed of multiple BDPs and junior faculty, focused on expanding a strategic area of interdisciplinary research to position Johns Hopkins to make meaningful discoveries.

Reporting to the BDP Administrator, this candidate should have pre-award and post-award responsibilities that include, but are not limited to, proposal preparation, submission, budget development, account reconciliations and oversight, budget projections, billing/invoicing, reporting, compliance, transfer of awards to JHU and closeout. The GCA will work independently on a variety of grants/contracts that range from simple to highly complex. While this role may oversee aspects of non-sponsored funds, the primary goal is to ensure timely, effective and efficient functioning of sponsored funding.

Given the very public nature of the BDP program and its importance to University leadership, this position requires a motivated professional with significant expertise in sponsored awards within the academic research environment. The ideal candidate is a quick learner, independent, results-oriented with strong interpersonal skills.

Job Scope/Complexity:

    The GCA will provide in-depth, administrative level guidance on protocols, regulations and guidelines to assigned BDP(s) and associated scientific/research professionals, both within the University and with other associated research/administrative professionals outside of the University.

Types of Awards for Which the Position is Responsible:

    The GCA will work independently on a variety of complex-level grants/contracts that involve highly detailed budgets, multiple projects and subawards. This position will also manage some non-sponsored funds, including general funds and gifts (i.e., BDP designated accounts).

Specific Duties & Responsibilities:

Post-Award (50%)

  • Meet with the BDP(s) regularly for updates and report any issues unrelated to funding portfolio to the BDP Administrator.
  • Partner with SPSS to manage related post-award processes, including award setup, review and account setup verification.
  • Provide groundwork for subcontract negotiations (i.e., SWIFT).
  • Ensure post-award responsibilities are completed including: budget distribution; monthly account expense tracking and reconciliation; e-form setup; effort reporting; timely processing of cost transfers, invoices, Pcard approvals and reimbursements; sponsor reporting; and paperwork finalization related to subcontract setup.
  • Provide information and direct assistance required to complete contract and grant closeouts.
  • Review and track monthly expenses and end dates to know when BDPs should apply for new funding.
  • Coordinate with BDP’s administrative department to process just-in-time requests for BDP proposals.
  • Maintain ongoing updates and communications related to current grants and contracts. This includes regular auditing and reporting to BDP(s) on financial status of grants, contracts and discretionary accounts.

Pre-Award (40%)

    Partner with BDP(s), relevant department/divisional administrative/research staff, Johns Hopkins University Research Administration (JHURA) and School of Medicine’s Office of Research Administration (ORA) toward the planning and development of application submissions to various federal offices, private agencies/foundations and commercial companies.
  • Understand and utilize institutional policies and sponsor guidelines for the pre-award grant process.
  • Review all sponsored proposals for assigned BDP(s) prior to them being forwarded to the BDP Administrator and JHURA/ORA for signature. Adequate review involves ensuring accuracy, inclusion of requested application components and adherence to all relevant guidelines.
  • Responsible for the timely preparation of proposal administrative documents including the budget, budget justification and Coeus record for BDP(s) review.
  • Provide instruction, preparation assistance and support related to grant application procedures.
  • Serve as liaison between research units, central offices (i.e., SPSS) and funding agencies.
  • Manage all assigned grant submissions to ensure timeliness and accuracy.
  • Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.

Other Administration (10%)

  • Resolve ad hoc problems/issues relating to the BDP(s) and their staff/lab personnel in a timely manner.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Business or Finance required.
  • Two (2) years of administrative/budgeting experience.
  • Successful completion of the RAT program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU Equivalency Formula.*

*JHU Equivalency Formula:30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Special Knowledge, Skills & Abilities

  • Knowledge of accounting and budgeting theory and practices required.
  • General knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices preferred.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • General knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF, DOD and NASA.
